• Police Commission Vice President John Mack said he, along with Commission President Andrea Ordin and Police Chief Charlie Beck, attended the swearing-in ceremony for new Los Angeles District Attorney Jackie Lacy at the Galen Center. Commissioner Mack said it was a significant event because Ms. Lacy is the first woman and African-American to be elected District Attorney.
• Police Commissioner Robert Saltzman said he regretted he could not attend but added Ms. Lacy is a proud University of Southern California alum.
• Police Chief Charlie Beck thanked the Commissioners for attending the swearing-in ceremony. He also said it was a difficult weekend with regards to homicides but added the Department is striving to finish the year with less than 300 homicides. Chief Beck completed his comments by stating the history of the police reserves exhibit is now open at the LAPD Historical Society Museum in Highland Park.
• The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within Rampart Area was given by Captain Steve Ruiz. Captain Ruiz informed the Board their C-PAB currently has 25 members with sub-committees dealing with crime, traffic, youth, and membership. He stated some of the goals of the C-PAB are to continue recruitment, work with Senior Lead Officers, start a citizen patrol, and further develop the Youth C-PAB.
• The Department’s report, dated November 26, 2012, relative to the request for approval of Bode Technology Group, Inc., DBA Bode Technology, to provide forensic DNA analysis services, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated November 26, 2012, relative to the request for approval of Sorenson Forensics LLC., to provide forensic DNA analysis services, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated November 26, 2012, relative to the request for approval of Orchid Cellmark, Inc., (a wholly owned subsidiary of Laboratory Corporation of America Holdings {LABCORP}, to provide forensic DNA analysis services, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated November 27, 2012, relative to the canine procedures audit (IAID No. 12-077), was approved. Police Performance Auditor Jeffry Phillips informed the Board this was the first audit conducted by IAID and of the four objectives tested the Department did very well overall.
• The Department’s report, dated November 28, 2012, relative to the complaint investigations audit (IAID No. 12-014), was approved. Lieutenant Bert Mora informed the Board 16 total objectives were reviewed with 15 receiving a 95% compliance rate or higher. The final objective received a 94% compliance rate and the overall audit was up to standard.
• The Department’s report, dated November 29, 2012, relative to the Ethics Enforcement Section quarterly report, third quarter, 2012, was received. The Board directed the Office of the Inspector General to submit an analysis of this report along with any appropriate recommendations to the Board.
• The Department’s report, dated November 13, 2012, relative to the proposed addition to council-approved records retention schedule-PDX 91, was approved and transmitted to the City Clerk, Records Management Officer.
• The Executive Director’s report, dated November 29, 2012, relative to the official police garage towing and storage rates 2013 – posting completed, was approved.
• The Department’s report, dated November 29, 2012, relative to the request for authority to destroy obsolete records-original/official records for West Valley Area, was approved and transmitted to the City Clerk, Records Management Officer.
• The Department’s report, dated November 27, 2012, relative to the request for authority to destroy obsolete records-duplicate/official records for Newton Area, was approved and transmitted to the City Clerk, Records Management Officer.
• The Department’s report, dated November 13, 2012, relative to the request for authority to destroy obsolete records-original/official records for Mission Area, was approved and transmitted to the City Clerk, Records Management Officer.
• The Inspector General’s report, dated December 4, 2012, relative to the review of After Action Report for July 12, 2025 Art Walk/”Chalk Walk” incident, was approved. Assistant Inspector General Kevin Rogan stated the Inspector General reviewed the report, met with Captain Horace Frank of Central Division, and found there to be no substantial problems.
