Los Angeles: On February 21, at approximately 10:15 a.m., a fatal traffic collision occurred on 21st Street West of Cabrillo Avenue in San Pedro.
Julio Jauregui, 23, a resident of San Pedro was driving a stolen Ford Explorer at a high rate of speed when he lost control and collided with a parked car. The impact caused the Explorer to roll onto the front of the parked car.
Jauregui was pronounced dead at the scene.
Detectives learned that the car Jauregui was driving had been reported stolen on December 19, 2006, from the City of Lomita.

When was the last time you heard the dep trefuse to take a complaint..Sheeshh.. thats why we are the laughing stock of the law Enforcement community...Why not pay 2-3 sergeants from each division all that money to sit around and do nothing but investigate the stupidest compaliants. The dept wastes so much resource and so much PAPER, printing and re-printing and correcting non-sense complaints where at the first look anyone could say you gotta be kidding me!!

Frankie, this is the only forum we can express ourselves and not get a complaint Frankie, if that is your true name. That's why a BLOG is a beautiful thing. I do hope people from all over the world see this BLOG, especially the Citizens of LA, and read our complaints on how their Officers waist their time working FRIVOLOUS complaints. Then maybe the Citizens will complain to their Councilpersons and make a needed change.
Most of us joined this Dept to be the Centurions of this City, not be a punching bag for Community "Misleading" Activist. They create the "Us against Them" with their lies and hinder "Police Work" because they built a distrust with the Police.
By the way, Officers that have 20 mins on the job start off at $52K not $80K. Yes, I do appreciate gettiing $87K+O/T with a H.S. Diploma, however, I will not stop expressing the flaws of our Dept that hinder us in making the City of LA safer from incidents and fear of crime.

Centurion do you think that the new computer system will help with b.s. complaints? I have not read much about it but one would think that it should be able to categorize the complaints. An seperate folders could be created to keep them. Such as questionable complaints. I mean we need to be fair with this complaint system. One folder for complaints filed one for legit complaints one for B.S.complaints.I did talk to my council person Mr. Parks and was told the complaint system works
just fine and it setup the way it was for a reason. He didn't have time to really get into it or he didn't want to. I'll try again, and report back.

Give me a break, Parks!?? He brought the police department down during his reign of terror. Of course he wants all complaints to be taken and of course he thinks it's fine. While he was COP more cops left this department because they were treated unfairly and Parks was too heavy handed. He was a bad leader who never listened to his officers or command staff. He was a tirant with no common sense. Crime went up becaise officers were getting too many compaints for B.S.!!! No cop was proactive. If they were they would get complaints, then get fired or some other penal action on them. He was unfair and that is putting it lightly. This department could have done alot better and this city can do alot better than him as a coucil member. He caves in to all the south end activist. Or is he a south end activist. Both. The complaint system has changed alittle but not enough. All B.S. UNFOUNDED COMPLAINTS NEED TO BE TAKEN OFF OFFICERS RECORDS. Only founded complaints should be recorded. Its unfair! Because the leadership on theis department still holds all complaints against their officers. "who, gee you have 25 unfounded complaints in you record. Some of them have to be good complaints. We need to bench you awhile so we can investigate all those old complaints to see if any are good". IT HAS HAPPENED! Cops are punished and looked down on by the leaders on this department if they have too many complaints. So officers will not be proactive TO SAVE THEIR JOBS! If the department was serious about hitting gangs and bringing down crime, then they would get ride of this bogus take all complaint system.

Well there is classification for Chronic complainers. In order to get into that category you have to out right admit you lied and made several complaints, have evidence that the Complaintee outright lied, or just make several unfounded complaints in a short time span.
Councilman Parks will never admit that the current complaint system needs modification because it was founded while he was in charge of Internal Affairs. He could of modified the complaint system, when he was Chief, by giving Area Div Captains more discreation in initiating a complaint. Sometimes when a citizen makes a complaint about policy & procedure, tactics, or just doesn't have a bit of information that clear things ups, most of these complaint could be self resolve. However, once a citizen/suspect says, "I want to make a complaint," the Sergeant has to take it. The Capt has no say on squashing the complaint or initiating a complaint. Some of these could be self resolve with an explaination or presenting the facts to the Capt to end it right there. Now the Department has one year to investigate and have a disposition within that year. Depending on the severity of the complaint, adminstrative or criminal, some complaints take priority over others, and Internal Affairs handles between 3K to 6K complaints a year. So a complaint will take a while for disposition, and during that time an Officer can get denied promotion and/or a position in a specialize unit.
Councilman Parks, who was in charge if internal affiars at the time, had the opportunity to modify the 1.28 complaint system, however, this complaint sytem was a contributing factor in curtailing Proactive Police work when it was implemented January 1, 1998. From that date you could see a rise in crime especially homicides. It also didn't help that Officers didn't respond to his micro management style, and wasn't more outspoken of the Consent Decree before it was implemented. If he had modified the 1.28 complaint system, modified his management skills, and asked for certain modifications of the Consent Decree we would/might of responded positively, and maybe he would of had a second 5-yr term.
Ron, don't get me wrong, a Complaint System is necessary evil in order to keep "Checks and Balances." If an Officer is maliciously violating Dept Policies or acting Criminally they should be investigated and get the punishment that Officer deserves.

Ron...the reason that Mr. Parks deems the complaint system fair, equitable, and working, is because HE'S THE ONE THAT PUT IN PLACE!!! The supposed original intent of the complaint system was, indeed, to weed out the chronic complainers, the complaints from persons with document mental illness, complaints filed as retaliatory measures....sounds good on the surface, but let me assure you, this is not the way the system actually works. ALL complaints are taken, all are investigated - even ones that clearly have no merit, are frivolous, or are from persons with a documented history of unsubtantiated complaints. Yes, Ron, they take them all...and they wind up in your personnel package - even if the findings are "unresolved", "unfounded", "within policy" - no matter what. And then, if you are lucky enough to rack up enough of these b.s. complaints, you can watch your career be stalled or derailed - promotions and transfers to specialized units can and will be denied, etc...
Ron, I do agree with your ideas regarding the separation of the complaints, and the fairness of the complaint system, and I don't think most anyone would argue that there needs to be a fair and equitable system in place, but let me tell you, the system we got now sure isn't it!!!

Hey Ron, Parks is an idiot. That's why he was fired as Police Chief and that's why hundrends of Officers left during his tenure as chief. He single handedly made the department a living hell for Officers. That's why Councilman Parks thinks the complaint system is FINE. If it were up to Parks, we'd get suspension days for everything. If you look at the crime stats during Parks' tenure you will see the difference and see how an ineffective chief he was. FYI, Parks will run for mayor again and if he ever wins, the city will go down in flames because he is a vindictive SOB and will attack the LAPD because Mayor Haun fired his worthless ass. The complaint system has gotten a little better, but you still have some of Parks' followers out there that still have the "Burn em to learn em" attitude.
