At the Police Commission Meeting on May 24, 2025
Commissioner Comments – Vice President Alan Skobin stated that he was honored to attend the 30 Year Pin Ceremony for LAPD employees with 30 or more years with the City of Los Angeles.
Chief’s Report – Chief Charlie Beck commended the Department on the arrest of one of the suspects in the Dodger opening day assault. He reiterated that this investigation is far from over and more work remains be done. Compared to this time last year, total violent crime is down by 10.5%, and gang-related crime is down by 18.9%.
Report of the Executive Director – Mr. Richard Tefank reported that the Commission Investigation Division Activity Report for April, 2011, is included in the Commissioners’ packages for review. He also stated that items 7A and 8K are being pulled from the agenda.
Report of the Inspector General – Nicole Bershon reported that five additional summaries of categorical use of force cases have been completed and posted, bringing the total to 240 reports completed in approximately one year.
A Police Commission Citation was presented to Mr. Sasank Reddy, who works with the Los Angeles County Department of Mental Health. As a member of the SMART team, he responds with LAPD officers to urgent matters requiring the expertise of mental health professionals. Mr. Reedy was honored for his heroic role in saving the life of a suicidal man.
The annual status report from the Hollywood Area Community Police Advisory Board was presented by Co-Chairs Gary Minzer and Captain Bea Girmala. This extremely diverse community poses many challenges and similarly has enjoyed many successes. Hollywood Area has been very proactive in community outreach and regularly organizes events for emergency preparedness and numerous youth events. The Hollywood CPAB approaches its goals through committees that are focused on specific issues: emergency preparedness, homelessness, nightclubs, youth, and clergy. All committees are very active and have made outstanding progress in each area. Captain Girmala grew up in the Hollywood Area and served at each rank, with the exception of Lieutenant, in the area as well. She has witnessed the decline of parts of Hollywood and is pleased to be part of the significant improvements now underway.
The Supplemental Police Account First Quarterly Report (January through March 2011), was approved.
The Second Agreement to Professional Services Agreement Contract No. C-110285 with Marcor Environmental, LP, for Lead Abatement Services, was approved
The Department’s report relative to Filming – City Council Motion (Council File 08-173-S5), was approved.
The Home-Garaging Authorities – Fiscal Year 2011/12, was approved.
The GED/CLEAR – Interfering/Resisting Arrest Inspection (IAID No. 10-163), was approved.
The Gang Enforcement Intelligence Files Inspection (IAID No. 11-004), was approved.
The Department’s report Travel Authorization and Expenditures Reporting Audit, (IAID No. 09-011), was approved.
The Department’s report, dated May 13, 2011, relative to Department-Wide Training Content Inspection (IAID No. 09-018), was approved.
The Department’s report, dated May 18, 2011, relative to Biased Policing Update, Quarterly Report, 1st Quarter 2011, and Supplemental Review of Biased Policing Complaint Investigations Recommendations to the Board of Police Commissioners, was approved.
Hello Chief Beck, we officers all saw the message on the LANNs about the "critical vacancies". You seemed to have left out all of us P2's, P3's, Sgt 1's, Sgt II's, D1's, D2's and D3's that aren't looking to promote, but lateral over to one of the critical vacancy spots, specific to our current billet/rank. Seems that's a move that you don't need the approval of the Mayors officer, because there is NO pay raise needed, in fact in most of these positions, we would get a pay cut, due to no patrol bonus for those of us coming from patrol. Instant morale boost for those of us that have that opportunity. Zero cost, but big gain to the department, the employee and the city. A win,win, win.
So how about throwing us ground pounders a bone? We sure would appreciate it, and it's of no co$t to the city. These Deputy Chiefs sure aren't going to help us out, so how about you get involved and help us out? You've stated that you're for the patrol officer. If, we're not going to get any promotions, those of us further down on the detectives and sergeants lists who don't have any "Rabbi's", sure could use a little morale boost. The critical vacancies sure are there! But the requests to fill, keep getting denied.

Hello Chief Beck, I hope this gets to you..………So I was sitting there eating my breakfast, at the base of the new PAB, at the Officers killed in the line of duty Memorial wall, and I couldn’t help but feel like our LAPD has lost its way. Quite a few of us who had a specific plan or career path, in an operational capacity, not an administrative/managerial one, have lost our direction due to a demonstrable lack of leadership at the highest levels of the Police Department. You’ve got Lieutenants, Captains, Commanders, Deputy Chiefs and Assistant Chiefs who refuse to make a substantive decision that might benefit a lowly Police Officer or Detectives career, because they are not thinking of the operational benefit these officers immediately bring to their unit, division or bureau, but instead these “leaders”, don’t have the gumption, to put forth a well thought out request to the person above them. They refuse to speak up because all they care about is how they “look” to the guy in the officer above them. All they care about is the next bar or star on the lapels, instead of providing the best service to the community by putting the best most qualified personnel in certain positions. If the idea or request is from a subordinate, the answer is, NO. If the idea or request is from the rank above them, the answer is “YES”. We need, but don’t have any problem solving, critical thinkers in these leadership positions, and as a result, they’re destroying morale in this department.
With almost 20 years of public service, my days, like those of quite a few other hard working law enforcement professionals on the LAPD are very long, and professionally disappointing. My Chief doesn’t appear to care, even the slightest, about the hard work I and other Officers have put in to get to a certain level in our careers, only to be denied the opportunity to maneuver or lateral into some of the many critical vacancies that are open throughout the city. Instead the LAPD appears, from within, to be demonstrably fraught with cronyism and demographic imperatives. If you happen to be in-between those two classifications, you’re simply cannon fodder and expendable.
All the law suits and garbage going on in the LAPD, coupled with the city of Los Angeles and State of California’s financial woes, you have an opportunity to make a positive, no cost, contribution to our Officers, Chief. Morale is in the tank, and there are still things that you can do to help Chief. We’re shooting up a flare and looking to you for assistance Chief? Is the call falling on deaf ears, or are you willing to help us out? You’re clearly able and have the authority to do so. The question is, do we front line Officers and Detectives mean enough to you, for you to put a plan to motion. Enough of the broken promises please. We understand the city is not financially in a position to do anything substantial with respect to promotions. But we would greatly appreciate your attention to opening up these critical vacancies to those of us in a position to lateral into these jobs. Again, opening the critical vacancies to lateral movement, cost nothing to the city, but would mean a great deal to us employees.
