As I looked on the Departments promotions and transfer section, specifically looking for P3 and P2 opportunities, I cannot help but disapointingly notice the fact that there are -----115---- opportunities for D2's through Lieutenant 2, (the majority going to Sergeant II's and Lieutenants) and a whopping ----12---- for us P3's, P2's and -----zero---- for D1's. So I guess, we all get passed over for promotions, with respect to promotions to Sergeant and Detective, but the command staff and upper management get all the promotions and opportunities. Great job on extinguishing any morale we may have had.

I pray Chief Beck stands up for us and promotes the ones who were on the promotional lists that were frozen. The Department's morale will be in a terrible state and will affect public safety in the long run if the troops keep being denied promotions due to Internal Hiring Freezes, etc. We hired, hired, and hired recruits during this time and didn't even fill the the positions of retiree's, and now we are playing catch up?

Well, morale just went up for 36 people. It's a start, albeit an almost invisible one. Now how about the rest of us, Chief? Enough promotions of Lieutenants to Captain, we have MORE than ENOUGH Captains we need Sergeants, Detective 1's and MOVEMENT! If the city is out of cash, we get it, but how about some movement for us flatfoots into some specialized assignments?

To Upper Management and City Leaders, take hence: Many departments, small and large, tend to “hire and forget” officers.
Officers get hired with an agency, then trained and sent to road patrol where they
are forgotten until they make a mistake and bring attention to themselves. Many
times officers are not recognized for their extra efforts. The extra efforts are
recognized only as the officer was “doing their job”. People want to feel good
about the work they do and the people they work with and for. They want to feel
good about the organization, the culture, and receive recognition for their
contribution (California Commission on Peace Officer Standards and Training). This is why promotions are essential that goes to one's core.
