67-Year-Old Critical Missing Male

Los Angeles: The family of Manuel Munoz Madrid and the Los Angeles Police Department's Missing Persons Unit is requesting the public's help in locating him.

Mr. Madrid was last heard from on August 18, 2016, around 4:30 p.m. He was last seen at the 1000 block of South Oxford Avenue in Los Angeles. His family has not seen or heard from him and is extremely concerned for his welfare. Mr. Madrid is suffering from Alzheimer's and diabetes.

Mr. Madrid is described as a 67-year-old Hispanic male with grey hair and brown eyes. He stands 5 feet 5 inches tall and weighs approximately 150 pounds. He was last seen wearing a black Nike polo shirt, green pants, and black shoes.

Notes from the August 16, 2024 Weekly Police Commission Meeting

PC 8-16-16

Commissioner President Matt Johnson opened the meeting and a quorum was established.  The meeting proceeded to the Consent Agenda Items, all of which (2A through 2B) were approved with no discussion.

The next item of business was the Report of the Chief of Police.  Assistant Chief Michel Moore provided the report of the Chief of Police on behalf of Chief Beck.  He reported on the Officer Involved Shooting which resulted in the loss of life in Hollenbeck Area.  He reported on an incident that began early this morning that started in Inglewood, whose actions were recorded by the media.  Lastly Chief Moore reported on the Ram’s practice game this past weekend. 

Chief Moore reported there are 9,827 sworn officers, 2,772 civilian personnel, 7,862 cadets, 284 specialist reserves, and 410 volunteers and reserve specialists. 

28 Year Old Man Killed in San Pedro

San Pedro: The Los Angeles Police Department's Harbor Division Homicide detectives are seeking the public's assistance in identifying a murder suspect.

On Wednesday, August 17, 2016, around 2:25 a.m., Harbor Area officers responded to a radio call of shots heard in the 300 block of West 3rd Street in San Pedro. Upon arrival, officers located a male Hispanic in the rear parking lot suffering from a gunshot wound.

The Los Angeles Fire Department Paramedics responded and pronounced the victim dead at scene.

The incident is possibly gang related and is an ongoing investigation. The identity of the victim is being withheld until notification of the victim's next of kin.

Murder and Attempt Murder in the Mission Area

Los Angeles: The Los Angeles Police Department Valley Bureau Homicide Division is requesting the public's assistance in obtaining information to identify the suspect(s) involved in the murder of John Christopher Rickman and the attempt murder of Michael Campa.

On August 15, 2016, during the early morning hours, Mission Division officers responded to the 14700 block of Oro Grande Street for a "shots fired" call. When the officers arrived they found a car that had been involved in a traffic collision in the 12400 block of Ralston Avenue. The driver, later identified as John Christopher Rickman, and sole occupant of the vehicle was found unconscious in the driver's seat. Officers discovered that the driver had sustained multiple gunshot wounds.

A second victim, later identified as Michael Campa, was discovered in the 12600 block of Bradley Avenue suffering with multiple gunshot wounds.

Los Angeles Fire Department paramedics responded to the scene and pronounced John Christopher Rickman dead at the scene. Paramedics transported Michael Campa to a local area hospital for medical treatment where he is listed in stable but serious condition.

There is no suspect description and no motive at this time.

Operation Summer Rescue yields 286 arrests and 10 rescues

Los Angeles: Human trafficking continues to plague our society and victimize our youth. The Los Angeles Police Department remains vigilant and dedicated to fighting this crime. The Detective Support and Vice Division, Human Trafficking Unit (HTU), has coordinated efforts with multiple entities and continues its efforts with its most recent "Operation Summer Rescue."

In partnership with the department's Internet Crimes Against Children and geographic vice units, the Los Angeles Regional Human Trafficking Task Force, Federal Bureau of Investigation Innocence Lost Task Force, Los Angeles County District Attorney's Office and Los Angeles County Probation Department coordinated an operation that focused on the rescue and recovery of commercially sexually exploited children. The three night operation took place throughout the City and County of Los Angeles beginning August 10, 2016, and concluded in the early morning hours of August 13, 2016.

As a result of the large number of resources working during the operational period, the efforts yielded 286 arrests, 153 for prostitution and 133 for various offenses. Most notable were the 8 minors and 2 adults rescued who were being trafficked for the purposes of commercial sex acts. The recovered minors were placed in protective custody and have received assistance from the Department of Children and Family Services. Non-governmental agencies, such as Saving Innocence and the Dream Center, were also on-hand to provide resources to victims.

Operation Summer Rescue was extremely successful due to the cooperation and efforts of all of our partners. The significant number of arrests sends a clear message to the community that Human Trafficking is not tolerated.

Felon Sentenced To Prison For Sex Trafficking of a Minor

Los Angeles: On August 12, 2016, the Los Angeles Police Department (LAPD), Operations South Bureau Human Trafficking Task Force, in partnership with the Los Angeles County District Attorney's Office, concluded an investigation with a felony conviction.

The investigation began when a 17-year-old victim was detained by the Operations South Bureau Human Trafficking Task Force. During that investigation, the victim revealed to the investigators that 38-year-old Benjamin Pennington, a resident of Los Angeles, was forcing her to be a sex worker.

Pennington trafficked the minor, and an adult female, along Western Avenue and Figueroa Street in South Los Angeles. Pennington also advertised the minor and adult victim for commercial sex services online. Both the 17-year-old female and 23-year-old female were from Los Angeles.

Prior to the defendant's trial, he ordered his victims not to testify during his criminal case proceeding. Pennington pled guilty, in Los Angeles Superior Court, to Human Trafficking of a Minor, Human Trafficking of an Adult and Dissuading Witnesses from Prosecuting a Crime. Pennington received a 16 year / 8 month sentence for his crime.

Homicide In Harbor Division

San Pedro: The Los Angeles Police Department's Harbor Division homicide detectives are seeking the public's assistance in identifying a murder suspect.

On Saturday, August 13, 2016, around 11:35 p.m., the victim and the suspect were involved in an argument in the 1300 block of South Pacific Avenue in San Pedro. The suspect pulled out a handgun and shot the victim and two additional victims.

The Los Angeles City Fire Department Paramedics responded to the scene and transported the victim to a local hospital where he succumbed to his injuries and was pronounced dead. The additional victims were also transported to a local hospital and remain in stable condition.

The suspect is described as a male Hispanic.

The incident is gang related and is an ongoing investigation. The identity of the victim is being withheld until notification of the victim's next of kin.

73- year-old Man Missing

Los Angeles: The family of Jose Oseguera Navarro and the Los Angeles Police Department's Missing Persons Unit are asking for the public's help in finding him.

On August 13, 2016, Mr. Navarro was last seen in the 200 block of East 27th Street in the City of Los Angeles. His family has not heard from him and is extremely concerned for his welfare.

Mr. Navarro is described as 73-year-old, Hispanic, male, with grey hair and brown eyes. He stands 5 feet 3 inches tall and weighs around 155 pounds.

24-year old Man Murdered

Panorama City: The Los Angeles Police Department's Valley Bureau homicide detectives are seeking the public's assistance in identifying a murder suspect.

On Sunday, August 14, 2016, around 11:35 p.m., Mission Area officers responded to a shooting call at Willis Avenue and Roscoe Boulevard. Upon arrival, the officers found a male Hispanic victim suffering from gunshot wounds.

The Los Angeles City Fire Department Paramedics responded and pronounced the victim dead at scene.

The preliminary investigation revealed that the shooting may have stemmed from a road rage incident which caused the victim to exit his vehicle and approach the suspect vehicle. The victim was shot while standing next to the driver's door of the suspect vehicle.
