And that means its police department needs to be aggressive,aggressive, aggressive. But when we are, criminals will make complaints against good cops. And then the department will hold those bogus complaints against them. So now cops wont be aggressive. When the department treats is cops fairly we will be aggressive against crime. Until them cops will leave for better treatment or they will smile and waive. And then this department can waive at the rise in crime.

Am I missing something? The crime rate, with the exception of robberies, is down from last year.
As for the bogus complaints being held against good coppers, that is not supposed to happen. Per LAPD Manual 3/832, only sustained complaints shall be considered for promotions, paygrade advances, transfers and ratings. If someone didn't get a job because of a not resolved complaint, then that person has a legitimate grievance to file.

I don't understand why people are complaining about these stats, and more amazingly some people are saying crime is up! Do others not read the figures? OK, robbery is up, fair enough, but everything else is down, yet again! Crime is going down every year.
I wish my city could experience the same.

These numbers do not necessarily show that actual crime is going down. Only that reported crime is going down. These numbers do not represent anything other than crimes reported to the LAPD. It's unfortunate that the LAPD elects not to footnote that these numbers reflect only reported crime.
One could argue that many citizens are reluctant to report crime, especially property crimes, because such a high percentage of these cases go unsolved. Many times these crimes are only reported in conjunction with an insurance claim.

I love people who qoute the Manual as if it were a bible.
Obviously "Police Girly" is new to the LAPD game. Do some police work and rack up some unfounded/unresolved complaints. You'll see how quick you won't get that FTO/Vice spot. On the rejection portion of the 15.88 it won't say 'rejected due to complaints'. They will just give you a low enough score so that you won't get the spot.
As for the crime stats, violent crime is going up. Compare the amount of murders, rapes and robberies to lasy yr. At this time, we are on pace to eclipse last yrs stats.

If sixteen years on the job makes me new to the game, then call me a rookie. I have complaints - sustained, unfounded, not resolved. I've even taken suspension days, and yet I have survived and managed to not be bitter. I've lost out on jobs and been selected for others. But HappyCop would probably just chalk that up to me being a "girly."
HappyCop is the one who needs to wake up and realize that the stats are compared year to date, not how far we are this year compared to all of last year. And maybe his complaint history has nothing to do with not getting a job; it could have somthing to do with that positive attitude.

JQ Public, police crime statistics and even the FBI’s UCR (Uniform Crime Report) which is the leading national crime index can only tabulate reported crimes. If a crime goes unreported by citizens or is not witnessed by officers, there is no way for the police to know about it and therefore cannot be counted. You can’t expect them to count crimes no one tells them about. This fact is not footnoted because it’s common sense. Maybe in the fictional world of Minority Report, police can use a trio of psychics to predict crime, but not in present day Los Angeles.
Furthermore, you are mistaken about Property Crimes being under reported. Studies have actually proven that for insurance purposes, Property Crimes are accurately reported by victims of crime. And most Violent Crimes are accurately reported because of the outage the victims feel, medical treatment required and so forth with the only exception being Rape which is under reported by about 50% because sexual assault victims tend to feel shame and self-blame.
Nevertheless, all of these should not really affect the % change stats because it merely compares rates from one year to the next. Usually crimes are reported or misreported in a similar manner over time. Meaning, if only 50% of all Rape victims reported the crime in 2005, it is safe to assume that about 50% of all victims will report the crime in 2006.
And as for Robberies going up, the figure is actually very misleading. What the report does not mention is violent robberies such as bank hold-ups have gone down significantly, while instances of street robberies such as someone getting jacked for their personal electronics have increased. Which in turn can mostly be attributed to the plethora of gadgets people carry on their person nowadays - IPods.
Not so Happy Cop, please read the entire article before you decide to post a comment. It seems like you always read into every story what you want and then start off on a tirade, which takes off tangentially. The stats mentioned in the article are year-to-date.

With so many experts giving their opinion on here it is hard to tell who is right. I can tell you that there is no "rejection portion" on a 15.88. An LAPD employee would know that. Just read one. As for the rest, I personally don't know any Sgt. or above without a complaint ever being made against them. I also have a hard time seeing how a complaint can slow productivity and lower morale when there are those that deal with the complaint system and remain productive and promote.

If you dont think good cops get rejected because they have too many complaints you are smoking something. They may not say it but they are thinking it and they will hold it against you. Good cops that get too many complaints will get benched for a period of time while some IA geek and some desk jokey with brass on his collar decides it's ok for you to be back in the field. I see it happen all the time. Yeah eventually the cop will be put back out on the street but who pays. Its the citizens, the copper and the department. The citizens and the department pay because a good aggressive cop is benched NOT FIGHTING CRIME! The department pays because we are short on police officers already. The cop pays because its him who is being benched unfairly. If you think its fair then you are crazy or it has not happened to you. I don't care if you have 1 or 16 years on. Being a good leader is treating your men and women fairly and with respect. Unfair treatment like being benched, or taking days off for a mistake(not being stupid or misconduct) is not fair. I don't care what you say!

I'm not naive; I know that unfair treatment happens. I did not say that bogus complaints don't factor into job selection. I said that it should not happen, and if it does, the employee has a legitimate grievance.
v, I am not a sergeant, nor am I brass. However, I do agree you need not say more since you rarely have anything productive to add. Harry, you should care what others have to say - that's a big part of treating people fairly and with respect.

policegirl you dont want to hear what I have to say because its not productive? First of all Im real I call it how I see it and There is a problem with the way the department is being ran. Beacuse i dont hold punches and question Policy and Procedures makes me not productive? Wake up and do something about it. If you turn your head and just back up what the department does to its own personnel than your not any different then the brass who continue this treatment!!! And No im not on the department..but i know people who are right Bill!!
