• Police Commission President Andrea Ordin wished everyone a Happy New Year and said she was pleased to be a part of such a great organization and looked forward to the coming year. President Ordin also requested the Department provide the Board with a report on hit-and-run collisions in the City the past five years. In the report President Ordin requested the number of hit-and-run collisions and the number of people killed or injured in them.
• Police Chief Charlie Beck informed the Board he agreed with the need for analysis of hit-and-run collisions but added the media source which brought the issue to the forefront was based on a 10 year old study. Chief Beck also said violent crime in the City for 2012 was the lowest per capita of the top five largest populated cities in the country.
• The Department’s report, dated December 16, 2012, relative to the Conditional Official Reprimands – supplemental report, as given by Deputy Chief Mark Perez, was approved. Chief Perez said the primary difference between a Conditional Official Reprimand (COR) and an Official Reprimand (OR) is that a COR is definitive in stating what the disciplinary action will be should a similar incident occur. In an OR there is no definitive statement on discipline action to be had should there be a later occurrence. The Board disagreed with the Department and its stance on the issuance of COR’s in certain occurrences such as unauthorized uses of force or officer involved shootings.
• The Department’s report, dated December 5, 2012, relative to the Operations Valley Bureau Gang Enforcement Detail command accountability performance audit (IAID No. 12-049) was approved. The Board said the report was very good and commended the Department for the excellent work.
• The Department’s report, dated December 14, 2012, relative to the supplemental police account XXVI, was approved and transmitted to the Mayor and City Council.
• The Department’s report, relative to the transmittal of the additional grant award acceptance for the 2010 port security grant program, was approved and transmitted concurrently to the Mayor and City Council.
• The Department’s report, dated January 4, 2013, relative to the request for sole source contract extension with Dooley Enterprises, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated January 4, 2013, relative to the transmittal of the grant application and award acceptance for the 2012 California Coverdell Program, was approved and transmitted concurrently to the Mayor and City Council.
• The Department’s report, dated January 4, 2013, relative to the Deoxyribonucleic Acid (DNA) monthly report for November 2012, was approved and transmitted to City Council.
