• Police Chief Charlie Beck informed the Board he contacted the Commissioner for the California Highway Patrol (CHP) to offer his condolences on behalf of the LAPD after two CHP officers were killed in a traffic accident while responding to an emergency over the weekend.
• The Los Angeles Unified School District’s (LAUSD) verbal presentation and discussion relative to the Police Academy Magnet School program was given by Ms. Alise Cayen. Ms. Cayen informed the Board the Magnet School program was a juvenile program partnership between the LAPD and LAUSD which prepared high school students for careers in law enforcement. The program began in 1996 and has since expanded to include four high schools and two middle schools. There are currently more than 1,200 cadets enrolled in the program and it has a 98% graduation rate. Ms. Cayen said the program focuses on three areas. They include physical training, college preparation and career path exposure through field trips, internships and community service.
• The Inspector General’s report, dated February 12, 2014, relative to the review of the categorical use of force policy, as given by Inspector General Alexander Bustamante, was amended and approved. Mr. Bustamante said the recommended amendment to the current policy was just for clarification purposes and not meant as an over-reach to find more occurrences of unauthorized uses of force. He stated the percentage of total incidents of categorical uses of force which this policy would apply is less than one percent. The final amendment would add the language “tactical conduct and decisions leading up to the use of force,” to the existing policy.
