Class 8-14 Recruit Graduation

January 23, 2025 – A Los Angeles Police Academy graduation ceremony was held this morning at the LAPD Administration Building plaza.  

Today’s ceremony featured 25 graduates.  Two will be officers for Los Angeles World Airports.  All recruits have completed 920 hours of training over the course of 24 weeks.  In full uniform and ready to receive their diplomas, the recruits proudly appeared before Department command staff, including Chief Charlie Beck, city officials and hundreds of spectators.   

Attending graduation ceremonies is a high priority for Chief Beck.  A primary topic of his speech focused on the difference between legal and moral authority.  “I’m giving you the legal authority,” he said. “You must earn the moral authority.”  Chief Beck went on to explain how legal authority is given to officers by the state, but moral authority is created and bestowed by the people.  He pointed out that moral authority is based on a belief that officers will “do the right thing” in their displays of fairness, empathy and compassion, because no human being is perfect.  As always, among other themes, he also talked about the importance of an officer’s character and how it’s instilled in graduates through life-long support from family and friends.  

Recruits will be expected to hit the ground running almost immediately, as many will be deployed in the field at their respective LAPD divisions beginning as soon as this Sunday, January 25.  Maintaining a long-standing Department tradition at the end of the ceremony, recruits vigorously recited their class chant and tossed their caps high into the air, symbolizing their success at the academy and the promise of a rewarding career as LAPD police officers.

Fatal Gang-on-Gang Shooting

Panorama City:  Los Angeles Police Mission Area detectives are asking for the public’s help in solving a late-night fatal shooting of a 24-year-old man at a food truck near Rayen Street and Sepulveda Boulevard, last night, January 22, 2015.  A 16-year-old associate of the victim was also injured.

According to witnesses, three gang members approached two rivals who were eating at the food truck around 9:50 PM.  Two Hispanic men confronted the 16 year old then began to beat him, while a third Hispanic man led the 24-year-old victim a few yards away from witnesses and shot him several times.

The victim died at the scene, while the 16-year-old associate received a single graze wound to the leg, possibly from a ricocheting round fired at the other victim.

Police will be stepping up patrols over the next several days in the area to reduce the threat of retaliatory actions between the gangs.  City gang interventionists were notified and will be looking for ways to mitigate the potential for more violence as well.

LAPD’s Community Safety Partnership Program

Los Angeles: The Community Safety Partnership program (CSP) began in the Fall of 2011, and is a collaboration between the Housing Authority of the City of Los Angeles (HACLA) and the Los Angeles Police Department (LAPD).

The mission of the program is to foster relationships with the residents in the Jordan Downs, Nickerson Gardens, Imperial Courts and Ramona Gardens housing communities. The ongoing focus is to start and support community and youth programs, address quality of life issues and develop programs to address and reduce violent crimes.

Chief Charlie Beck says "The idea started in 2010 when HACLA came to me and wanted to give the Department money for overtime to police the housing developments. Rather than overtime funding, I decided to use the money for personnel upgrades and we developed the Community Safety Partnership program. If I remember correctly, we had hundreds of applications for the
40 original spots to work on the CSP detail. The officers had to go to an orientation class before they could even apply so they understood what they were getting into. The applying CSP officers also had to commit to work the program for 5 years. In addition, we asked civil rights activist and lawyer Connie Rice and The Advancement Project to help with the program's development and to provide an overall evaluation."

All CSP personnel have been specifically trained and are required to:
• Communicate with HACLA managers to address current or potential issues.
• Attend community meetings
• Identify quality of life issues
• Participate in the Safe Passage program

Some of the programs that have been implemented as a result of CSP are:
• The Watts Bears Football Team (football teams comprised of kids ages 9-11 from all four housing developments)
• First Girl Scout Troop (Ramona Gardens)
• Camping trips coordinated through the Harold Robinson Foundation
• Educational programs and scholarships to private schools
• Sunburst Youth Academy, an alternative youth program rather than being arrested
• CSP also provides referrals for recovery, social and mental health related programs

Currently, there are ten officers and a supervisor assigned full time to CSP in the four housing communities. According to CSP Officers, "CSP policing is different than traditional policing because we focus on relationship-based policing." We consider the spirit of the law, not the letter
of the law. We also focus on educating the public, empowering the youth and problem solving."

According to CSP Coordinator Sergeant Emada Tingirides, "LAPD has evolved into the premiere agency in building relationships with communities like these. Helping to dispel past distrust and strained relationships with law enforcement is a major factor of the CSP program's success."

86-Year-Old Critical Missing Woman

Updated: Ms. Myong Suk Yi was located by the Pasadena Police Department in good condition and has been reunited with her family.

 

Los Angeles: The family of Myong Suk Yi and the Los Angeles Police Department's Central Division are asking for the public's help to locate Ms. Yi.

On January 20, 2025 around 5:00 p.m., Ms. Yi was last seen at a salon in the 4200 block of Beverly Boulevard. Ms. Yi has not returned home and does not have a cell phone. Her family is very concerned for her safety because she is in need of medication.

Ms. Yi is described as an 86-year-old Asian female who stands 5 feet 3 inches tall and weighs about 86 pounds. She has black hair and brown eyes and was last seen wearing a black turtleneck sweater, black pants and a dark blue jacket.

Weekly Police Commission Meeting, Notes from January 20, 2025

Police Commissioner President Steve Soboroff, Commissioner Kathleen Kim, and Commissioner Sandra Figueroa-Villa were present at today’s weekly meeting. Commissioner Sandra Figueroa-Villa and Commissioner Kathleen Kim congratulated the LAPD for having Captain Phil Tingirides and his wife, Sergeant Emada Tingirides invited to attend the State of the Union by President Barrack Obama and the First Lady. Commissioners stated the invitation to the State of the Union was a reflection of the LAPD as a whole.

Assistant Chief Michel Moore indicated it was too early to comment on crime statistics but the Department is paying close attention and ensuring resources are properly deployed.

The Department’s Report, dated January 9, 2015, relative to the Supplemental Police Account Third Quarterly, as set forth (BPC #15-0005), was approved and transmitted to the City Council, the Office of the City Controller.

The Department’s Report, dated January 9, 2015, relative to the destruction of obsolete duplicate records for Rampart and Harbor Areas, as set forth (BPC #15-0006), was approved and transmitted to the City Clerk, Records Management Officer.

Captain III John Egan and Community Police Advisory Board (C-PAB) representative provided a verbal presentation and update regarding community initiated problem solving, crime strategies, and other programs and goals within the West Valley Area.

First Lady Michelle Obama Invites LAPD Captain and Sergeant to President Barack Obama's State of the Union Address at the U.S. Capitol

Los Angeles: The men and women of the Los Angeles Police Department (LAPD) are proud of
Captain Tingirides and Sergeant Tingirides who are in Washington D.C to attend tomorrow night's State of the Union Address.

Recently, Captain Phil Tingirides, Commanding Officer of Southeast Division, and his wife, Sergeant Emada Tingirides, assigned to Operations-South Bureau, received an invitation from First Lady Michelle Obama requesting their presence at President Barack Obama's State of the Union Address at the U.S. Capitol. Captain Tingirides and Sergeant Tingirides will be recognized for the Community Safety Partnership (CSP) program; a program designed to improve the relationship between the residents of public housing communities and the LAPD.

The CSP, established in November 2011, is a collaborative program that includes the Housing Authority of the City of Los Angeles (HACLA), the City's Gang Intervention and Youth Development office and the LAPD. The program provides an opportunity for officers to work side by side with residents and community members to develop and implement sustainable programs, eradicate crime, address quality of life issues all while simultaneously bridging the gap between the community and the LAPD. According to Captain Tingirides, "The officers go into the housing developments with the intent NOT to make arrests, but to create partnerships, create relationships, to hear the community and see what they need and then work together with HACLA to make those things happen."

"The recognition given by the President of the United States to a community engagement program like CSP, speaks volumes about the hard work and dedication of the men and women of the Los Angeles Police Department. Lastly, it's been noted that guests to the State of the Union Address usually symbolize key points of President Obama's speech. The Tingirides have been requested to sit in a box with First Lady Michelle Obama.

19-Year-Old Critical Missing Man

Missing person Anthony Armando Carasi was located early this morning by search and rescue. He is being treated for hypothermia and will be reunited with his family.

 

Los Angeles: The family of Anthony Armando Carasi and the Los Angeles Police Department's Devonshire Division are asking for the public's help to locate Anthony.

On January 17, 2025 around 2:00 p.m., Anthony was last seen hiking with a friend at Chatsworth Park North in the Chatsworth Area. His hiking partner was found late last night. Anthony's family is extremely concerned for his welfare because he got separated from his friend and has not been found.

Anthony is described as a 19-year-old Hispanic male, he stands 5 feet 7 inches tall and weighs about 140 pounds, black hair and brown eyes. He was last seen wearing a black t-shirt and grey shorts.

Pedestrian Seriously Injured by Hit-And-Run Driver

Los Angeles: Los Angeles Police Department Central Traffic Division detectives are asking for the public's help in providing any information that would lead to the arrest of the suspect involved in a hit-and-run collision between a vehicle and a pedestrian.

On Sunday, January 18, 2015, around 7:50 p.m., Central Traffic Division officers responded to a hit-and-run traffic collision that occurred at the 3400 block of South Broadway Street. The victim, a male Hispanic who has not been identified, was crossing Broadway Street when he was struck by what witnesses described as a black 2000 Chevrolet Camaro. The driver of the Camaro stopped momentarily to check on the victim and then was seen driving away northbound on Broadway Street to Jefferson Boulevard. The driver was described as a male Black in his 30s, standing approximately 5'10" tall and weighing 220 pounds.

Los Angeles Fire Department paramedics responded and transported the victim to a local hospital where he remains in critical condition.

70-Year-Old Critical Missing Man

Los Angeles: The family of Federico Nabarro Mejia and the Los Angeles Police Department's Central Division are asking for the public's help to locate Federico.

On January 17, 2025 around 11:00 a.m., Federico was last seen walking from the 600 block of Maple Street toward a store located on the corner of 7th Street and San Pedro Street. Federico's family is extremely concerned for his welfare because he suffers from dementia and is not familiar with the area.

Federico is described as a 70-year-old Hispanic male, he stands 5 feet 3 inches tall and weighs about 115 pounds, grey hair, brown eyes and has a beard. He was last seen wearing a light blue jacket, grey slacks, brown boots and a cowboy hat.
