Residential Burglary Suspects

Los Angeles: The Los Angeles Police Department's West Los Angeles Division, is asking for the public's help in identifying three suspects who were caught on surveillance video committing a burglary.

On September 29, 2015, between the hours of 7:15 p.m. and 11:30 p.m., the suspects entered a home in the 9700 block of Wendover Drive in West Los Angeles. The suspects went into the home through a window and took the victim's property including jewelry, computers, and clothing totaling over $700,000. The suspects were caught on video.

One suspect is described as a male, Black with a mustache, between 5 feet 7 inches to 5 feet 10 inches tall and weighs approximately 150 pounds. He was seen wearing a light colored sweatshirt and light pants.

The second suspect is described as a male, Black, between 5 feet 7 inches to 5 feet 10 inches tall and weighs approximately 150 pounds. He was wearing a dark and light colored hooded sweatshirt and medium colored pants.

The third suspect is a male, between 5 feet 7 inches to 5 feet 10 inches tall and weighs approximately 150 pounds. He was wearing a light colored sweatshirt with words written on the chest.

UCLA Football Player Arrested for Sexual Assault NR15347jr

Westwood:  Sexual assault investigators from the Los Angeles Police Department arrested a UCLA football player on October 8, 2024 for suspicion of rape.  

On October 19, 2014, a student at the University of California, Los Angeles, reported that she was the victim of a sexual assault.  She had met the suspect outside of an off-campus house party in Westwood and he accompanied her to a nearby residence.  She fell asleep and awoke to discover the suspect sexually assaulting her.  After an exhaustive investigation, in conjunction with the University of California Police Department, she was able to identify UCLA student 20-year-old Adam Searl to detectives for the LAPD’s Operations West Bureau—Special Assault Section.  

Investigators took Adam Searl, a current member of the UCLA football team, into custody without incident on campus on Thursday, October 8, 2015.  Searl was booked on three counts of rape, a violation of section 261(a) (2) of the California Penal Code, with a bail of $300,000.  They expect to present the case for felony filing consideration to the Los Angeles County District Attorney’s office on October 13, 2015.

LAPD YOUTH SPORTS PROGRAM CHANGES HEARTS, MINDS IN WATTS

Los Angeles police officers are on the offense and defense this summer in Watts. They're taking part in Watts Bears, a track and football program that pairs officers with at-risk youth.

All the players are 8- to 12-year-old children living in housing projects in Watts. In addition to playing on the team, they're required to attend a six-week summer school.

COP Media Update After Comm Mtg 10-6-15

Commission President Matt Johnson opened the meeting and a quorum was established.  During commission comments, Commissioner Robert Saltzman mentioned his appreciation for being a guest speaker at last week’s graduation ceremony for new recruits. 

 For the Report of the Chief of Police, Chief Charlie Beck began by mentioning his attendance and some details about last week’s Above and Beyond Ceremony on October 1.  The annual event recognizes LAPD officer acts of exceptional heroism and sacrifice.   Secondly, he talked about attending a fundraising event for the Mounted Platoon Unit on October 3.  On October 4, Chief Beck went to a fundraiser for the Rape Treatment Center.  He described the center as a “tremendous organization that does great work.”  Yesterday, the chief attended a news conference in honor of Domestic Violence Awareness Month with Mayor Garcetti.  In connection with domestic violence, Chief Beck mentioned the Department had expanded its Domestic Abuse Response Team, commonly known as DART, to all 21 divisions.  Before moving on to crime statistics, the chief mentioned an event slated for tomorrow, October 7.  At the Ronald Deaton Auditorium will be a memorial ceremony for actor Martin Milner who starred in the Adam-12 television series as an LAPD officer.  He also discussed an investigation and some details about a “viral video” that appeared to show someone in a car who was stalking a uniformed LAPD officer in the downtown area.  Finally, Chief Beck continued with his customary crime report overview, including traffic statistics and data on the number of personnel in the Department.

Consent Agenda Items proceeded with approval of all items after one public comment.

Regular Agenda Items were the next order of business.  There were five items, and the commissioners pulled Items 4C and 4E for discussion.  The remaining items were approved as follows:

• Item 4A, the Commission President’s Report, dated October 1, 2015, relative to Commission Liaison and Assignments, as set forth, was approved.
• Item 4B, the Executive Director’s Report, dated October 1, 2015, relative to requesting the Los Angeles City Council to modify Los Angeles Municipal Code Section 103.205 to accommodate current business practice, as set forth, was approved.
• Item 4D, the Department’s Report, dated September 21, 2015, relative to the request of the extension and reprogramming of funds for the 2013 Forensic DNA Backlog Reduction Program, as set forth, was approved.

The meeting proceeded with Item 4C, the Department’s Report, dated October 1, 2015, relative to the Probationary Police Officer Procedures Audit (# 14-069).  Police Performance Auditor Jeffrey Phillips, Officer in Charge of Audit Division; Commander Jon Peters, Office of Operations; Chief Bob Green, Operations Valley Bureau; Deputy Chief Jose Perez, Operations Central Bureau; and Commander Blake Chow, Operations West Bureau; and Commander Bill Scott, Operations South Bureau, represented the Department before the commission.  The commissioners had numerous comments and questions, and a very detailed discussion ensued on most or all of the procedures measured in the audit.  Chief Beck also clarified a few points for the commissioners.  After some brief public comments, Commissioner Johnson requested a 90-day follow-up report be brought before the commission.  The item was subsequently approved, as set forth, with the follow-up provision.

The final segment of the meeting was Item 4E, the Department’s Report, dated October 1, 2015, relative to the Department’s Quarterly Discipline Report, Second Quarter 2015.  Representing the Department before the commission was Commander Stuart Maislin, Internal Affairs Group.  Commissioners Kathleen Kim and Robert Saltzman had some concerns about the report that Commander Maislin addressed, after which, the item, as set forth, was approved.

Officer Involved Shooting in Van Nuys

**The following information is based on a preliminary, ongoing investigation which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence.  The Department's understanding of the incident may change as the investigation continues and additional evidence is collected and analyzed.**

Los Angeles:  On October 3, 2024 around 11:36 p.m., Van Nuys patrol officers were stopped at a traffic light, waiting to make a turn onto Victory Boulevard from Sepulveda Boulevard.  Suddenly the rear window of their patrol car exploded.  Both officers believed that they were being fired upon, verbalized that to each other and exited their vehicle.  Their attention was drawn to a suspect who was standing on Sepulveda Boulevard immediately to the rear of the black and white police vehicle.  The officers stated that the individual was pointing his hand towards them at above waist level holding an unknown dark object.  Taken together with the other circumstances the officers believed this individual posed an imminent threat to them. At that time, an officer involved shooting occurred.

Los Angeles Fire Department paramedics responded and pronounced the suspect dead at scene.  No officers were injured during this incident.  

A civilian eyewitness to the officer involved shooting has been interviewed by Force Investigation Division investigators and has provided an account of the suspect’s actions that is consistent with him throwing an object from very close range at the rear of the police vehicle.  At this time, Force Investigation Division is asking for any additional witnesses to contact them.  

A broken glass bottle was located in the back seat of the black and white police vehicle.  At this time it is believed that this bottle was used to shatter the rear window of the police car. As this investigation continues, there will be further analysis of the evidence collected.

Force Investigation Division investigators responded to the incident and are conducting a thorough investigation of the officer involved shooting. The police department is not in a position to answer many of the questions the public and media outlets are asking at this time due to the ongoing nature of the investigation. We always strive to provide as much information about these serious incidents as we can without violating the rights of the involved officers and witnesses and without jeopardizing the objectivity of the use of force investigation. We ask for the public’s patience as this thorough investigation continues.

The Los Angeles Police Department is not able to release the name of the involved suspect, as that responsibility and authority rests with the Los Angeles County Coroner’s Office. The Coroner’s Office traditionally releases the names of decedents only after notifying their next of kin. The involved officers’ names will be released by the police department upon completion of a threat assessment.

The investigation will ultimately be reviewed by the Chief of Police, the Office of the Inspector General and Board of Police Commissioners for compliance with the Departments use-of-force policy, which states that an officer’s use-of-force actions must be objectively reasonable. Additionally, the Los Angeles County District Attorney’s Justice System Integrity Division will conduct a comprehensive review of the facts of the officer-involved-shooting.

After the investigation is complete and has been adjudicated, the results will be published by the Board of Police Commissioners. This process often takes months to complete given the painstaking investigation, collection of evidence and analysis that accompanies all use of force investigations.

The Los Angeles Police Department, family and friends remember Martin Milner

Los Angeles: On September 7, 2015, Mr. Martin Milner, known to many of us as Officer Pete Malloy, the stern yet ever compassionate Los Angeles police officer from the popular 1960-1970's television show "Adam-12", passed away at his home in Carlsbad, California.

In his role as the quintessential Los Angeles police officer, Mr. Milner and his partner, Officer Jim Reed, played by Kent McCord, played a significant role in shaping the public's image of the LAPD. For many of us, Adam-12 was the catalyst in our decision to become Los Angeles police officers.

Stray Bullet Kills Innocent Bystander Caught in Gang Crossfire

On October 13, 2015, Los Angeles Police Department Topanga Area Homicide detectives positively identified three suspects involved in the murder of Eduardo Rebolledo.  Detectives along with officers assigned to various specialized units worked together to locate and arrest the three suspects.  22-year-old Ariel Baker Paniagua, 24-year-old Hubaldo Martinez and 24-year-old Joseline Cuellar were placed under arrest for 187(a) PC Murder and Attempted Murder.

 

Los Angeles:  The Los Angeles Police Department Topanga Area Homicide detectives are investigating a shooting that left a man in his 30s dead.

On October, 6 2015, around 5:50 p.m., Topanga Area officers responded to a radio call of an assault with a deadly weapon at the 7200 block of Eton Avenue in Canoga Park.  When the officers arrived at the location they found a man in his 30s that had been shot while seating in his car.  The preliminary investigation has revealed that unknown suspects were driving north bound in the 7200 block of Eton Avenue when they fired several rounds at a group of individuals driving in front of them.  A stray bullet struck the victim as he was seated in his car after getting off work.  The suspect(s) drove off in an unknown direction.  The name of the victim is being withheld pending notification to next of kin.

The Los Angeles Fire Department responded and pronounced the victim dead at the scene.

Pedestrian Killed by Hit-And-Run Driver

On October 6, 2015, the Los Angeles Police Department, Valley Traffic Division, made an arrest in conjunction with a felony hit-and-run traffic collision investigation that occurred on October 4, 2015.

LAPD Valley Traffic Division Detectives arrested Lerone Natalia Herscu, an 18-year old resident of Sherman Oaks. Ms. Herscu was arrested for 20001(a) VC - Felony Hit-and-Run and is currently being held on $50,000 bail. LAPD Valley Traffic Detectives are looking for additional witnesses who may have seen this collision or have knowledge of this incident.


Sherman Oaks: Detectives from the Los Angeles Police Department's Valley Traffic Division are asking for the public's help in providing any information that would lead to the identification of the suspect involved in a hit-and-run collision that killed a woman.

On Sunday, October 4, 2015, at about 2:20 a.m., a fatal vehicle versus pedestrian collision occurred on Moorpark Street between Stern Avenue and Matilija Avenue. An unidentified nineteen year old female, residing in the community of North Hills, was crossing Moorpark Street, midblock southbound when a vehicle, travelling eastbound on Moorpark Street, collided with her. The driver of the vehicle did not stop to render aid and fled westbound on Moorpark Street. It is anticipated that there will be damage to the front of the hit and run vehicle.

The victim died from the injuries she received at scene. Her identity will be released after notification of next of kin.

Operation ABC

Los Angeles: On October 01, 2014, the Los Angeles Police Department (LAPD) initiated its efforts to combat underage drinking as part of the Department of Alcoholic Beverage Control's Minor Decoy / Shoulder Tap Grant Project. The $25,000 project was funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

On September 30, 2015, the one year project concluded. During this operational period, the LAPD exceeded its goals, achieving much success in the area of alcohol enforcement. The results were as follows:

• 27 Minor Decoy Operations were conducted Citywide.

• 231 ABC licensed locations were checked by minor decoys.

• 33 ABC licensed locations sold alcohol to a minor.

• 86% of ABC licensed locations passed the operation and did not sell to a minor.

• 22 Shoulder Tap Operations were conducted Citywide.

• 433 adults were solicited by minors for the purchase of alcohol.

• 43 adults actually purchased or furnished alcohol to minors.

• 90% of adults who were solicited did not purchase alcohol for the minor.

• 61 ABC licensed locations were inspected as part of the IMPACT program.

------------------------------------------------------------------------------------------------------------

• 11 S.T.A.R. (Standardized Training for Alcohol Retailers) presentations were included as part of the educational effort of this project.

• 873 people attended the presentations.

• The classes were presented in English, Spanish, and Korean.

The Grant Assistance Program (GAP) has been an integral part of the LAPD's efforts to combat underage drinking. Compliance rates continue to rise over the years as ABC retailers and the general public receives education through enforcement and training.

Phone Student Loan Scam Alert

Los Angeles: The Los Angeles Police Department Robbery-Homicide Division is issuing a warning to the public about a recent rash of phone scams involving student loans and the Los Angeles Police Department.

On July 1, 2015, the suspect contacted the victim and advised that he qualified for a student loan.  The caller obtained the victim’s interest and then encouraged the victim to return to school.  The suspect explained that the “government program” would cover 80% of the cost and the victim would be responsible for the rest.  The suspect then asked the victim for the 20% upfront cost.  The victim explained that he did not have the money, the suspect became confrontational and the call ended.  

Two months later, the same victim was contacted by a suspect who identified himself as an LAPD Captain.  The victim later returned the call and heard a recorded message “You have reached the Los Angeles Police Department, Hollywood Division. If this is an emergency, please hang up and dial 911, to continue in Spanish, dial 9”.  When the victim presses 9, the suspect answered by identifying himself as an LAPD Captain.  The suspect instructed the victim to pay the “government” or a warrant would be issued for his arrest.  The suspect instructed the victim to cooperate and provided him with the number of an attorney (2nd suspect) to coordinate a payment plan.  

Below are crime prevention tips to avoid falling victim of this scam:

•    A police officer/captain will never act as a third party to facilitate any payment plan.

•    Always call the police department to verify and officers/captains credentials.

•    When the callers are aggressive and threatening, hang up.  

•    Be suspicious of callers who demand immediate payment for any reason.

•    Never give out personal or financial information to anyone who emails or calls you unsolicited.

•    Never wire money, provide debit, credit card, passwords or account numbers to someone you do not know.
