COP Media Update After Comm Mtg 10-6-15
Commission President Matt Johnson opened the meeting and a quorum was established. During commission comments, Commissioner Robert Saltzman mentioned his appreciation for being a guest speaker at last week’s graduation ceremony for new recruits.
For the Report of the Chief of Police, Chief Charlie Beck began by mentioning his attendance and some details about last week’s Above and Beyond Ceremony on October 1. The annual event recognizes LAPD officer acts of exceptional heroism and sacrifice. Secondly, he talked about attending a fundraising event for the Mounted Platoon Unit on October 3. On October 4, Chief Beck went to a fundraiser for the Rape Treatment Center. He described the center as a “tremendous organization that does great work.” Yesterday, the chief attended a news conference in honor of Domestic Violence Awareness Month with Mayor Garcetti. In connection with domestic violence, Chief Beck mentioned the Department had expanded its Domestic Abuse Response Team, commonly known as DART, to all 21 divisions. Before moving on to crime statistics, the chief mentioned an event slated for tomorrow, October 7. At the Ronald Deaton Auditorium will be a memorial ceremony for actor Martin Milner who starred in the Adam-12 television series as an LAPD officer. He also discussed an investigation and some details about a “viral video” that appeared to show someone in a car who was stalking a uniformed LAPD officer in the downtown area. Finally, Chief Beck continued with his customary crime report overview, including traffic statistics and data on the number of personnel in the Department.
Consent Agenda Items proceeded with approval of all items after one public comment.
Regular Agenda Items were the next order of business. There were five items, and the commissioners pulled Items 4C and 4E for discussion. The remaining items were approved as follows:
- Item 4A, the Commission President’s Report, dated October 1, 2015, relative to Commission Liaison and Assignments, as set forth, was approved.
- Item 4B, the Executive Director’s Report, dated October 1, 2015, relative to requesting the Los Angeles City Council to modify Los Angeles Municipal Code Section 103.205 to accommodate current business practice, as set forth, was approved.
- Item 4D, the Department’s Report, dated September 21, 2015, relative to the request of the extension and reprogramming of funds for the 2013 Forensic DNA Backlog Reduction Program, as set forth, was approved.
The meeting proceeded with Item 4C, the Department’s Report, dated October 1, 2015, relative to the Probationary Police Officer Procedures Audit (# 14-069). Police Performance Auditor Jeffrey Phillips, Officer in Charge of Audit Division; Commander Jon Peters, Office of Operations; Chief Bob Green, Operations Valley Bureau; Deputy Chief Jose Perez, Operations Central Bureau; and Commander Blake Chow, Operations West Bureau; and Commander Bill Scott, Operations South Bureau, represented the Department before the commission. The commissioners had numerous comments and questions, and a very detailed discussion ensued on most or all of the procedures measured in the audit. Chief Beck also clarified a few points for the commissioners. After some brief public comments, Commissioner Johnson requested a 90-day follow-up report be brought before the commission. The item was subsequently approved, as set forth, with the follow-up provision.
The final segment of the meeting was Item 4E, the Department’s Report, dated October 1, 2015, relative to the Department’s Quarterly Discipline Report, Second Quarter 2015. Representing the Department before the commission was Commander Stuart Maislin, Internal Affairs Group. Commissioners Kathleen Kim and Robert Saltzman had some concerns about the report that Commander Maislin addressed, after which, the item, as set forth, was approved.
