Commission President Matt Johnson opened the meeting and a quorum was established. He then reviewed some of the guidelines for attendees to address the board when making public comments. During commission comments, Commissioner Johnson talked about four recent officer-involved shootings. Among other topics, he assured everyone the commission understands the responsibility to provide civilian oversight of the Department, especially in reference to “all use of deadly-force investigations.” Regarding a presentation from a past commission meeting, Commissioner Johnson made reference to future officer training in some critical areas and asked Office of Operations Assistant Chief Earl Paysinger, who was sitting in for Chief Charlie Beck, to provide an update on the status of that training and its anticipated completion date. Chief Paysinger responded that about 8,400 officers have completed the training, with about 1,300 officers not yet trained. He also provided additional details on various aspects of the training and reiterated the Department’s commitment to it. Commissioner Steve Soboroff commented on the four recent officer-involved shootings, proposing such incidents could be greatly reduced during interactions between individuals and officers if individuals would cooperate with police and not threaten them in any way. Commissioner Robert Saltzman and Commissioner Kathleen Kim expressed complete agreement with and gratitude for Commissioner Johnson’s earlier comments about the commission’s handling of use-of-force investigations. Commissioner Kim also stressed the importance of everyone, including commissioners and the general public, in not prematurely passing judgment or forming conclusions about use-of-force incidents.
For the Report of the Chief of Police, Assistant Chief Paysinger provided a crime report overview, including data on the number of personnel in the Department.
Consent Agenda Items proceeded with approval of all items after one public comment.
Regular Agenda Items were the next order of business. There were five items, and the commissioners pulled Items 4A and 4B for discussion. The remaining items were approved as follows:
• Item 4C, the Department’s Report, dated October 13, 2015, relative to the request for authority to destroy obsolete duplicate records for Foothill Area, as set forth, was approved.
• Item 4D, Department’s Report, dated October 13, 2015, relative to the request for authority to destroy obsolete duplicate records for Central Traffic Division, as set forth, was approved.
• Item 4E, the Department’s Report, dated October 13, 2015, relative to the request for authority to destroy obsolete duplicate records for Policies and Procedures Division, as set forth, was approved.
The meeting proceeded with Item 4A, the Department’s Report, dated October 8, 2015, relative to the Crime Classification Audit (AD# 15-040). Police Performance Auditor Jeffrey Phillips, Officer in Charge of Audit Division and Commander John Neuman, CompStat Division, represented the Department before the commission. The commissioners had numerous comments and questions, and a very detailed discussion ensued on many aspects of the audit. After some public comments, the item was approved, as set forth.
The final segment of the meeting was Item 4B, the Department’s Report, dated October 7, 2015, relative to the amended Department Annual Audit Plan for Fiscal Year 2015/16 (AD# 15-056). Representing the Department before the commission was Police Performance Auditor Jeffrey Phillips, Officer in Charge of Audit Division. He was joined by Arif Alikhan, Director of Constitutional Policing for the LAPD Audit Division. After some discussion of the audit plan, Commissioner Saltzman asked if there was an expectation for an audit plan relative to the use of on-body cameras and if so, when that audit would occur. The unidentified presenter confirmed there would be such an audit but probably not until the audit of 2016/17. Mr. Alikhan also added a few comments about the planned on-body cameras, after which, the item, as set forth, was approved.
