Commissioner President Matthew Johnson opened the meeting and a quorum was established. Richard M. Tefank, Executive Director, at the request of Commissioner President Johnson, reminded the audience of the rules as to how Police Commission meetings are conducted.
Commissioner President Johnson shared his thoughts on the events of the past week. He said Alton Sterling, Philando Castile, Sergeant Michael J. Smith, Dallas Police Department, Senior Corporal Lorne Ahrens, Dallas Police Department, Officer Michael Krol, Dallas Police Department, Officer Patrick Zamarripa, Dallas Police Department; Officer Brent Thompson, DART Police Department, all gone, their lives ended for no good reason anyone can discern. He said these were police officers giving their lives to protect the first amendment right of demonstrators expressing outrage at the actions of police. Their names will be forever touchstones in the national conversation of race and policing; how and when police use deadly force; why it’s important to support and not caricature police officers. He added police officers are men and women who risk their lives every day to protect our families and preserve our democracy.
Commissioner President Johnson expressed his appreciation to those who demonstrated and protested in a peaceful and lawful manner this past weekend and for the police officers who ensured they had a safe place to express themselves.

Report of the Chief of Police
Chief Beck reported the LAPD mourns the loss of five Dallas police officers who were assassinated and targeted for choosing to serve and protect others. “It is beyond sad. It is beyond wrong.” Chief Beck will be joining Mayor Eric Garcetti and travelling to Washington D.C. to speak directly with United States President Barrack Obama regarding policing issues. Chief Beck said it is important for the voice of Los Angeles to be heard. Chief Beck said his message to the President is simple – we need to address this as an issue of the American people, an issue beyond race. Chief Beck said Los Angeles Police Officers are facing incidence of violence that are increasing, not decreasing.
“America has a violence problem just like the City of Los Angeles has a violence problem and until we address the root causes of that violence problem we will not make progress on police use of force issues,” aid Chief Beck. He concluded his report by saying the hearts and souls of the Los Angeles Police Department go out to the men and women of the Dallas Police Department, a fine police department with a fine leader, who did not deserve what happened to them last week in Dallas.
