Notes from the February 9, 2025 Weekly Police Commission Meeting

Commission President Matt Johnson opened the meeting and a quorum was established.  There were no Consent Agenda Items so the meeting proceeded to Commissioner comments.  

Commissioner Johnson mentioned Councilman Buscaino held a Crime Forum in which he mentioned the community is concerned about the increase of crime. About 300 people attended, along with Chief Beck, who addressed these causes and strategies the Department.

Commissioner Johnson also said he attended the association of Black Officers of Law Enforcement Personnel.  It celebrated the Department’s 100th Anniversary of the LAPD’s first African American Female Police Officer, Georgia Ann Robinson.  Along with associations like ABLE, the Department is able to reach diversity goals such as the successful make up to reflect the diversity of the community it serves.  

Chief Charlie Beck provided some general crime statistics covering January, the first month of 2016.  There was a slight decrease in property crime.  Geographically, there was an increase in crime in Central and South Bureau, and a reduction in crime in Valley and West Bureau.  Chief Beck reported the Department has 9,939 LAPD officers, 2,672 civilian personnel, and 7,368 cadets in the youth program. Chief Beck mentioned Attorney General Loretta Lynch will highlight the LAPD as a role model police department, by visiting 1 of 6 police departments.  She chose the LAPD as part of her community policing tour.  She is choosing cities that embody successful policing, such as effective use of data, strong community relationships, and a commitment to officer safety.

Missing 38-Year-Old Male

Los Angeles: The family of David Consepcion Morquecho and the Los Angeles Police Department's Missing Persons Unit are asking for the public's help in locating him.

David was last seen on February 6, 2016, in the 11000 block of Rossiter Place in the City of Los Angeles. David requires medication and his family is concerned for his safety.

David is described as a 38-year-old male Hispanic with black hair and brown eyes. He stands 5 feet 10 inches and weighs approximately 200 pounds. He was last seen wearing gray and black sweater, blue pants and black shoes.

Man Stabbed to Death

Los Angeles: The Los Angeles Police Department Valley Bureau Homicide detectives are asking for the public's help in providing any information that would lead to the arrest of the suspect(s) who killed a 74-year-old man.

On February 10, 2025 around 10:50 a.m., North Hollywood patrol officers responded to a radio call of a "possible suicide" in the 4900 block of Vineland Avenue. When the officers arrived, they found the victim unconscious and not breathing. The Los Angeles Fire Department responded and pronounced the victim dead at scene. Further investigation revealed that the victim was stabbed multiple times.

The victim's identity is not being released at this time pending notification by the coroner to his family.

Car Theft Suspect Points Sawed-Off Shotgun at Hollenbeck Patrol Officer; Officers Shoot the Armed Juvenile Before He Fires a Loaded 20-Gauge Shotgun

**The following information is based on a preliminary, ongoing investigation which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The Department's understanding of the facts and circumstances may change additional evidence is collected and analyzed**

Los Angeles: On Saturday night, February 6, 2016, at approximately 10:45 pm, LAPD Patrol Officers identified a stolen Honda traveling down Lorena Street in LAPD's Hollenbeck Area. The officers activated their overhead emergency lights to conduct a traffic stop and the driver of the stolen vehicle pulled into the driveway of a home on 6th Street west of Lorena. The officer's began approaching the vehicle when the driver's door opened and the officers saw the suspect point a sawed-off shotgun at one of the approaching officers. Both officers then fired several rounds from their semi-automatic handguns striking the suspect.

The officers immediately called for additional police resources and requested paramedics to respond and provide medical treatment to the suspect. Los Angeles Fire Department Paramedics, however, were unable to revive the suspect and he died at the scene.

The suspect was later identified as a 16-year-old male driving a vehicle that had been stolen earlier in the day from a nearby neighborhood. A loaded, 20-gauge shotgun with an illegally modified shortened barrel and altered stock was recovered at the scene.

LAPD's specialized Force Investigation Division is conducting a thorough investigation of the officer-involved shooting which will be presented to the Chief of Police and the Board of Police Commissioners to determine whether the use of deadly force and tactics employed by the officers complied with LAPD's policies and procedures. The Los Angeles District Attorney's Office will also review the evidence collected during the investigation to determine whether any criminal laws were violated.

This is the fourth incident in 2016 where a suspect used a loaded or replica firearm to threaten an LAPD officer resulting in a use of deadly force. In 2015, there were 19 incidents involving a suspect with a firearm and six additional incidents where the suspect used a replica firearm or pellet gun.

Suspect Murders One Man and Leaves Second Man in Critical Condition

Los Angeles: Suspect viciously attacks two victims, murdering one and leaving the other victim in critical condition.

On February 8, 2016, at approximately 10:40 p.m., Los Angeles Police Department Mission Area Uniformed Patrol Officers responded to a radio call of an "Assault with a Deadly Weapon Ambulance Cutting," at the 8700 block of Parthenia Place in the City of North Hills.

Upon officers arrival, they located two victims at scene. Victim one was observed to be unconscious and not breathing. Victim One sustained numerous lacerations about his body.

Victim Two was observed to have a head injury. Victim Two was also unconscious but was breathing.

Los Angeles City Fire Department Paramedics responded to the scene and rendered emergency medical treatment to both victims. Victim One succumbed to his injuries and was pronounced dead at scene. Victim Two was transported to a local area hospital and is listed in critical condition.

Los Angeles Police Department Operation Valley Bureau Homicide Detectives responded to the crime scene and are conducting the investigation.

Victim one is described as a thirty-eight year old male Hispanic and resident of the City of North Hills. Victim Two has not been positively identified at this time. Victim One's identity is not being released at this time pending notification to family.

Los Angeles: The family of Sandra Renee Bryant and the Los Angeles Police Department are asking for the public's help in locating her.

Ms. Bryant was last seen on February 9, 2016, around 8:30 a.m., in the 4200 block of Degnan Boulevard in the City of Los Angeles. Ms. Bryant suffers from a health condition and is in need of medical care. Her family is extremely concerned that she has not been located.

Ms. Bryant is described as a 64-year-old female Black with gray hair and brown eyes. She stands 5 feet 8 inches tall and weighs approximately 140 pounds. Ms. Bryant was last seen wearing a pink and white top, pink pants, and black slippers.

Gateway to L.A. and LAPD Partner to Provide Active Shooter Training to Local Employees and Security Staff

Los Angeles: Nearly 200 local employees and security staff underwent a two-hour training in dealing with active shooter incidents as part of a program put on by Gateway to L.A. and the Los Angeles Police Department.

The training focused on the mantra: "Run, Hide, Fight" and stressed that there are many simple strategies to keep yourself and others safe in the case of an active shooter similar to the recent attacks in Paris and San Bernardino. "In an era when senseless killing seems to be far too common, training like this is critical," said LAPD Pacific Area Captain Nicole Alberca. "The principles we teach those who attend might save their life."

Among the concepts is the initial effort to run and to escape the area where an active shooter may be. Too many people fail to plan an escape route when they visit a theater, concert or other event that could be a target of an attack. When escaping from the area is unsafe or not possible, the training suggests that people hide in an area outside of the shooter's view, lock the door, or block the entry to the hiding place, and turn off cell phones to avoid being detected.

Finally, if escape and hiding is not possible, participants in the training were instructed to fight in an effort to incapacitate the shooter. Trainees also received details about how to act when law enforcement arrives at the scene and what information to provide to 911 operators.

"We felt this type of training was an essential part of being prepared," said Laurie Hughes, Executive Director of Gateway to L.A. "We work regularly with the local security teams at our member hotels and office buildings as well as with law enforcement, so this type of joint effort was a natural extension of that cooperation."

The training was a first for Gateway to L.A., but LAPD offers similar training through its local police stations or by calling the LAPD West Bureau Training Coordinator at (213) 473-0276.

Mail Theft Burglary Suspect wanted in Koreatown

Koreatown: Suspect targets Koreatown community members by stealing their mail and their identity.

On February 1, 2025 at 3:10 a.m., a residential burglary was committed in 400 block of Harvard Boulevard in Koreatown. The suspect entered the apartment complex and used a screw driver to pry open the mailboxes. The suspect pried open and selected envelopes from approximately 20 mailboxes and concealed the mail in a shoulder bag.

The Los Angeles Police Department and Olympic Area Burglary detectives are asking for the public's help in providing any information that would lead to the arrest and identification of residential burglary suspect in the Korea town area.

Suspect is described as a male Black, 20-years- old, short hair, stands 5 feet 7 inches tall and weighs around 160 lbs. The suspect was wearing a black jacket, dark pants, and black tennis shoes.

Fatal shooting leads to deaths in Boyle Heights

Los Angeles: Driver shot by gang member, losses control of vehicle and crashes into a home. Two people dead and one injured as a result of tragic violence.

On February 7, 2016, around 11 a.m., Hollenbeck officers responded to a radio call of a "shooting" at the intersection of Enchandia Street and Cesar Chavez Boulevard. The driver- 18-year-old Henry Sanchez was struck by gun fire as he waited for a green light along with two passengers at the intersection of Enchandia Street and Cesar Chavez Boulevard. Upon being shot, the victim lost control of his vehicle and collided into a residential home near the intersection of Enchandia Street and Pleasant Avenue.

Los Angeles Fire Department personnel responded and transported Sanchez to a local hospital where he later died from his injuries. The passenger 19-year-old Maria Cordova was pronounced dead at the scene. Her cause of death will be determined by the Los Angeles County Coroner's office. The rear male passenger in the vehicle was not seriously injured. The residents in the home were not injured.

Los Angeles Police Department Hollenbeck Homicide detectives are asking for the public's help in providing any information that would lead to the identity and arrest of the persons responsible for the murders.

Suspect-1 is described as a young adult male Hispanic, between 5 feet 9 inches tall to 6 feet tall. He was wearing dark clothing.

Suspect-2 is described as a male, no further description.

The suspects' vehicle is described as a possible late model mid-size SUV, black in color. The investigation reveals that the shooting is possibly gang related.

Andrew was last seen on February 4, 2016, around 1:00 p.m., in the 8600 block of W. 3rd Street, in the city of Los Angeles. He is intellectually disabled and has the mental capacity of an 8-year-old. Andrew's family is extremely concerned that he has not been located.

Andrew is described as a 21-year-old male Hispanic with brown hair and brown eyes. He stands 6 feet tall and weighs approximately 140 pounds. Andrew was last seen wearing a blue shirt, grey sweat pants and tan sandals.
