Gang Shooting Leaves Young Victim Wounded

Los Angeles:  Los Angeles police have arrested three suspects responsible for shooting and wounding a 7-year-old girl in South Los Angeles.

The shooting took place on Tuesday, February 17, in the 300 block of West 47th Street while the girl was inside her home with her grandmother and grandfather.  A white minivan with paper plates pulled up in front and a gunman got out of the passenger side and blatantly fired several shots into the residence.  The girl was shot in the chest with one of the rounds.

She was rushed to a local hospital where she is currently listed in stable condition.

Newton Area Gang Detectives worked tirelessly through the night and were able to identify all three suspects.  On Wednesday, February 18, 2009, detectives served several search warrants and were able to arrest all three suspects in South Los Angeles.  

Detectives believe the motive for the shooting was an on-going child custody dispute between the girl’s father and his estranged ex-wife, 29-year-old Toni Valentin.  On the day of shooting, Valentin and her new boyfriend Dante Quezada, 32 years of age, a known gang member, decided to commit a drive-by shooting at her ex-husband’s residence.  Valentin and Quezada enlisted the help of another friend, 36-year-old Felipe Carias, and borrowed his van.

At 7:15 p.m., Valentin drove the van with Quezada, Carias, and her 5-year-old daughter to her ex-husband’s residence.  Upon arriving, Quezada exited the van and fired numerous rounds into the residence, striking the 7-year-old girl.

All three suspects were booked for Attempt Murder with the bail of $500,000.00 each.

The investigation revealed the 7-year-old girl is Valentine’s niece

Unauthorized Release of Photograph

Los Angeles: The unauthorized release of a domestic violence photograph immediately generated an internal investigation.

At about 7 p.m. on February 19, 2009, the Los Angeles Police Department Media Relations Section began receiving numerous inquiries about the release of a photograph associated with a domestic violence incident that occurred on February 8, 2009, involving entertainer Chris Brown.  The photograph appeared on an entertainment website.  The photograph has the appearance of one taken during an official Domestic Violence investigation.

The Los Angeles Police Department takes seriously its duty to maintain the confidentiality of victims of domestic violence.

The Department launched an immediate internal investigation and subsequently filed a personnel complaint.  

A violation of this type is considered serious misconduct, with penalties up to and including termination.

Notes from the February 17, 2025 Weekly Police Commission Meeting

• Police Chief William Bratton reported as a result of the economic downturn, the Department has been able to recruit a lot more candidates as one of the few law enforcement agencies in the nation still hiring.  Chief Bratton added he, along with several other major city chiefs of police, would be meeting with the new Secretary of Homeland Security, Janet Napolitano, in Washington D.C. at the end of the month.

• The Office of the Mayor’s verbal presentation relative to Gang Strategy Initiatives for prevention, intervention, suppression, and re-entry as presented by Deputy Mayor of Homeland Security and Public Safety Arif Alikhan and the Director of Gang Reduction and Youth Development, Reverend Jeff Carr, was received.  Deputy Mayor Khan stated the City’s collaborative efforts have had tremendous success.  Suppression efforts have targeted areas of the City with the highest need and most at-risk youth.  He added that the Community Law Enforcement and Recovery program has been expanded to Southeast, Southwest and Ramona Gardens.  Reverend Carr spoke on the prevention and intervention aspects of the gang strategy initiatives.  He stated the ages at which youth are most likely to be introduced to gang affiliation are between the ages of 10-15 years old.  With that in mind, the Mayor’s office is working to develop an intervention and training academy to prevent the flow of children into gangs.  Other programs include the expansion of the Summer Night Lights program and a gun buy-back campaign set for Mothers Day 2009.

• The Office of the City Attorney’s verbal presentation relative to gang prosecution as presented by Deputy City Attorney Bruce Riordan was received.  Mr. Riordan informed the Commission the City has a gang removal petition in place and has received 20 applications thus far from individuals who wish to denounce their gang affiliation for this year.

• The Department’s verbal presentation and update, in response to Board query, relative to the status of DNA processing backlog as presented by Deputy Chief Charlie Beck was received.  Deputy Chief Beck reported he assigned 50 detectives to sort through 55,000 items of evidence in order to develop a database with an accurate accounting of backlogged sexual assault kits.  There are a total of 4,423 untested CODIS eligible cases remaining, all of which will be tested.  Chief Beck added the public will be able to track the Department’s progress on processing of the backlog on the Department’s website in the near future.

• The Department’s verbal presentation and update, in response to Board query, relative to the status of the Latent Print Task Force as presented by Deputy Chief Charlie Beck and Police Administrator Yvette Sanchez-Owen was received.  Deputy Chief Beck informed the Commission as a result of the Task Force, six print examiners have been relieved of their fingerprint duties and all cases which they originally examined are now being re-examined.  The number of cases being re-examined is 1,139 and the Department is currently a third of the way through.  No other discrepancies have been found.  Deputy Chief Beck added the Unit is seeking a new facility and the section manual will be completed in the next few months.

• The Department’s report, dated January 30, 2009, relative to Ethics Enforcement Section Quarterly Report, Fourth Quarter, 2008, was received and the Office of the Inspector General was directed to submit an analysis of this report along with any appropriate recommendations to the Board.

• The Department’s report, dated February 4, 2009, relative to Hunter-La Ley 1st Quarter Report – Covering Deployment Periods 7-9, Fiscal Year 2008-09, was approved.

• The Department’s report, dated February 4, 2009, relative to Hunter-La Ley 2nd Quarter Report – Covering Deployment Periods 10-13, Fiscal Year 2008-09, was approved.

• The Department’s report, dated February 3, 2009, relative to Supervisory Performance evaluations Audit, Fourth Quarter, Fiscal Year 2007-08 (AD No. 07-023), was received and filed.

• The Department’s report, dated February 9, 2009, relative to the City Council Motion relative to Photo Red Light, Council file No. 07-1202-S4, was approved and transmitted to the Public Safety and Transportation Committees.

• The Inspector General’s report, dated February 5, 2009, relative to the Office of the Inspector General’s Complaint Investigations Audit – Fiscal Year 2008/2009, as presented by Inspector General André Birotte was approved.   Inspector General Birotte stated he was pleased with the audit’s outcome and complimented the Department on a job well done in the investigation of complaints of misconduct.

• The Department’s report, dated November 3, 2008, and Inspector General’s report, dated February 5, 2009, relative to the Review of the Ethics Enforcement Section’s Quarterly Report, Third Quarter, 2008, was approved.

• The Department’s report, dated February 12, 2009, relative to Commission Request for Follow-up information regarding TDD Devices and Video Phones for Hearing Impaired, as presented by Captain Gregory Allen was approved.  Captain Allen informed the Commission the Department is moving forward with its requisition and has ordered ten TDD devices.  Four devices will be distributed to the four area traffic divisions, one to LAX, one to the new Olympic Station, one to the new Topanga Station, and the last three will serve as back-up if one of the existing devices were to malfunction.  He added the Department has also ordered 25 video phone devices.

• The Department’s report, dated February 12, 2009, relative to the Cause and Correction Action Report: Release of Confidential Information, was approved and transmitted to the Public Safety Committee.

• The Executive Director’s report, dated February 12, 2009, relative to Review and Transmittal of the Proposed Request for Proposal for the West Bureau and South Bureau Heavy Duty Towing & Storage Services Official Police Garage Contract RFP 07-980-003, was approved and transmitted to the Mayor and City Council.

Street Closures Announced For Academy Awards Cars Parked Illegally Will Be Towed

February 18, 2025 - Hollywood, CA — Street closures and restricted parking to facilitate the production needs of the 81th annual Academy Awards on Sunday, February 22, 2009, as well as security strategies and public safety, have been finalized by the City of Los Angeles.

Numerous agencies, including the Los Angeles Department of Transportation, Caltrans and the Los Angeles Police and Fire Departments were consulted in the planning process and agree that the finalized plan is the best way to accommodate all of the parties involved.

The City of Los Angeles, Department of Transportation (LADOT) will begin to strictly enforce the restricted no-parking policy for the Academy Awards on the dates and times listed below. This will include the citing and impounding of vehicles parked on these temporary restricted no-parking streets. Vehicles parked on the following streets will be towed to the Official Police Garage, Hollywood Tow located at 1015 N. Mansfield Ave. in Hollywood at the request of the City of Los Angeles, Department of Transportation. Motorists are advised to call LADOT at 1-866-TOWAWAY or Hollywood Tow (323) 466-8583 to redeem their vehicles.

Suspect Posing as Utility Worker Arrested

Los Angeles: A vicious take over robbery suspect has been arrested.  On Friday, February 13, 2009, at around 8:30 a.m., two Hispanic suspects wearing orange reflective vests and white construction hats, posing as gas company employees, knocked on the front door of the victim’s residence and told her that they needed to get to the back of the house to read the meter.  A short time later, the suspects again knocked on the door and told the victim that she needed to sign a form.  When the victims opened the door, the suspects pushed their way in and produced handguns.  The suspects tied up the victim and took a large sum of cash.

The same day, a press conference was held at Olympic Area Police Station, along with Councilmember Tom La Bonge, asking for the public’s help in identifying the suspects.

As a result of the press conference, several tips were received.  Olympic Area uniform personnel recognized the description of one of the suspects from a recent traffic stop.  As a direct result one suspect was identified as 28-year-old Hector Rene Maldonado.  Robbery detectives along with surveillance personnel worked throughout the weekend to try and locate the suspects.

On February 14, Maldonado was arrested outside of his Los Angeles residence.  Evidence related to the robbery was recovered.  On February 17, the Los Angeles County District Attorney’s Office filed Robbery, Burglary and an armed allegation against Maldonado.  Maldonado is being held without bail.

The other suspect has not been identified and still being sought. The victim was rushed to a local hospital where she is listed in stable condition.

The suspects are described only as two male Hispanics.

Detectives have few leads and are seeking witnesses or anyone who may have heard the gun shots.

Take-Over Robbery in Harbor Gateway

Los Angeles:  Los Angeles Police Department detectives are investigating an armed take-over robbery during which a security guard was tied up. 

On Sunday, February 15, 2025 at around 8:00 p.m., Harbor Area Officers were called to a warehouse operated by a logistics company located in the 1500 block of Francisco Street in the Harbor Gateway area of Los Angeles. Officers arrived to discover the immobilized security guard and that a robbery had occurred.

A preliminary investigation revealed that several suspects forced entry onto the logistics company property by cutting through a secure rear gate.  Simultaneously, suspects drove to the entrance of the property in three semi-trailer trucks. When the guard attempted to stop and detain the drivers for identification, armed men approached the guard and subdued him.  The guard was then tied up and left on the ground inside the location.

The suspects used the semi-trailer trucks to steal three cargo trailers containing high dollar items.  The first truck is described as being light blue, with a sleeper cab, and double exhaust stacks.  The second two are described as being white with no sleepers and the letters “GCS” on the doors.

Residential Robbers Sought in Winsor Area

Los Angeles:  Olympic Area detectives are seeking the public's help in locating two residential robbery suspects in the Windsor Area of Los Angeles.

On Friday, February 13, 2009, at around 8:30 a.m., two Hispanic men posing as gas company employees knocked on the front door of the victim's residence and told her they needed to get to the back of the house to read the meter.  A short time later, the suspects again knocked on the door and told the victim she needed to sign a form.  When the victim opened the door, the suspects pushed their way in and pulled out handguns.  The suspects tied up the victim and took a large sum of cash.

The suspects in this case were not wearing gas company uniforms, however, they did wear blue khaki pants, orange vests and white construction hats.

Both suspects were 25 to 30 years of age.  One of them was about 5 feet 11 inches tall and weighed around 330 pounds.  He has a pock marked face and the letters "SC" tattooed on his forehead.  The other suspect was wearing prescription glasses and was about 5 feet 11 inches tall and weighed about 170 pounds.

Both suspects were armed with chrome handguns and should be considered armed and dangerous.

Bar Fight Ends in Homicide

Los Angeles:  Two bar patrons engage in a fight, one is killed. 

On Sunday, February 15, 2009, at around 1:50 a.m., Hollywood Area Officers were called to a bar located in the 1150 block of North Western Avenue to investigate an "Assault with a Deadly Weapon," radio call.  When the Officers arrived they found a man lying in the street, suffering from stab wounds.  A second man was found nearby, also suffering from stab wounds.

Homicide Detectives were called to the scene and discovered that the two men had been involved in an argument inside the bar.  The argument spilled out onto the sidewalk, where it quickly escalated to a physical altercation.  During the struggle one man was stabbed by the suspect, who was subsequently stabbed by the victim, resulting in the suspect's death.

The victim was transported to a local hospital where he underwent emergency surgery.  His condition was listed as critical but stable.  He is described as a 43-year-old Hispanic man from Los Angeles.

Detectives do not anticipate any arrests in this case.

The deceased suspect's name is being withheld until his family can be notified.  He is described as a 28-year-old Black man from Los Angeles.
