• Police Commission President Andrea Ordin began the meeting by observing a moment of silence for the 19 firefighters who were killed fighting a wildfire near Prescott, Arizona. She read the names of the five firefighters who were from California before the moment of silence was observed.
• Police Commission Vice President John Mack said he attended the BET Experience held at LA Live over the weekend. He said the event was a tremendous success with plans in the works to make it an annual event. Vice President Mack then commended the Department for the public safety they provided.
• Police Commissioner Rafael Bernardino said he attended the Mayoral inauguration of Eric Garcetti over the weekend with fellow commissioners Andrea Ordin and Richard Drooyan.
• Police Chief Charlie Beck informed the Board there were six incidences in the past week where police officers were targeted by gunmen. He said all of his officers were safe and recovering but it was a reminder of the inherent dangers police officers face every day. Chief Beck also informed the Board the Safe Summer Tip-Off Basketball event was held this past Saturday with an estimated 5,000 children in attendance.
• The Inspector General’s report, dated June 27, 2013, relative to the employment litigation audit, as given by Inspector General Alexander Bustamante, was approved. Mr. Bustamante said this audit focused on employment practices liability. Commissioner Bernardino expressed concerns over the findings of the audit and requested a response from the Department. Department representative, Police Administrator Gerald Chaleff, told the Board the Department wanted to allow some time for the new City Attorney to review the audit and offer his own opinion on how to proceed. The Board then requested the Department prepare a written response to the specific recommendations offered by the Inspector General in his audit. The Department is due to provide that response to the Board on July 23, 2013.
• The Department’s report, dated June 21, 2013, relative to the handling of the mentally ill audit (IAID No. 12-048) was approved.
One way to fix this constant payout of taxpayer funds to officers that prevail in lawsuits against their commanding officers is a simple one.
Any commanding officer who is found to have violated the law INTENTIONALLY in dealing with a subordinate, causing the city to pay millions of dollars, should be fired as they proved they are incompetent to fulfill the demands of the position. Let them prove otherwise.
As it is now, it seems that the more the city pays out, the higher they climb on the promotion ladder. Pathetic.

LAPD needs severe change at the top. Dear Mayor Garcetti pick a new police commission and select people who aren't part of the good ole boys network. Family members and friends being promoted? It does exist!
