• Police Commissioner Rafael Bernardino said he attended a
Valley Glen Neighborhood Council meeting.
He was pleased to see the involvement of the community and expressed his
gratitude for the participation of the officers that attended. He stated it was a nice event.
• Police Chief Charlie Beck cited crime statistic,
reporting overall crime is still down. The Department’s deployment 9,978 sworn
officers and 2,861 civilian employees.
• The Executive Director had nothing to report.
• The Inspector General had nothing to report.
• The Department’s report, dated March 1, 2013, relative
to the DNA Quarterly report-4th Quarter 2012, was given by Detective James
Blocker from RHD and Yvette Burney from SID.
Blocker stated the Controller’s office recommended there should be
something in effect that would be able to accurately track the kits. They have had a return of 7 vendors that have
responded and the stakeholder team is actively reviewing vendor proposals for a
possible selection. They have completed
their backlog from 2008. Burney stated
they have spent $93,000 contracting out the kits which is significally lower
then it has been over the last several years.
They are beginning to meet their goal with processing the kits in
house. Police Commission President
Andrea Ordin said it was an excellent report and that it’s been a very long way
from 2008. It’s a very good thing for
the community. The report was approved
and transmitted to the City Council.
• The Department’s report, dated February 22, 2013,
relative to the Community Caretaking Doctrine and Vehicle Impound
Procedures-Updates, was given by Deputy Chief Michael Downing from Counter
Terrorism & Criminal Intelligence Bureau.
Relating to Special Order number 7, he stated it was really created to
be a standard application of impound authorities in which it did however at the
same time it created a lot of other authorities. It has created a bit of confusion with officers. As of yet, they haven’t been able to
contribute the impact of traffic collisions as it relates to Special Order
number 7 however impounds are down 39%.
They feel the decrease of impounds is related to Special Order 7. There are some training issues with officers
in the field on what they are confused about. They are going to develop
training programs to address those issues.
It has shown officers are defaulting to impounding for 22651(p) VC verse
14601 VC (30 day hold) due to making mistakes. The report was approved.
• Continued from the February 26, 2013. The Department’s
report, dated February 22, 2013, relative to the Biased Policing Update, Annual
Report 2012 was given by Commander Richard Webb from Professional Standards
Bureau. He stated, Last year there were
266 bias policing personnel complaints where there had been at least one
allegation of bias policing that was closed.
Inside those complaints were 486 allegations of bias policing. That
could mean a couple of things. For example,
there could have been two people that made a complaint against one officer or
likely one complaint against two officers or more. These would result in one
complaint investigation however multiple allegations contained in that
particular complaint. In 2011 there were 249 complaints of bias policing with a
three year average of 253 personnel complaints generated every year. The 2012
date represents 6.4% increase in complaints compared to 2011. The report was approved.
