LAPD Announces Promotions And Movement Of Command Staff

Los Angeles: Los Angeles Police Chief William J. Bratton today announced the promotion and re-assignment of several members of his Command Staff.

"As several members of the current LAPD Command Staff announce their retirements, I will have the opportunity to promote many dedicated and qualified individuals to take their place," said Chief Bratton. "Along with the promotion will be changes in Command for other staff officers. Over the coming months I will announce a re-structuring of the Department’s Organizational chart and more promotions."

Promo_pics_4 Promoting to Deputy Chief and being assigned to Commanding Officer West Bureau, is Commander Terry Hara. Commander Hara is currently the Department's Employee Relations Administrator (ERA) for the Chief of Police. Commander Hara joined the LAPD in February 1980. Commander Hara is the first Japanese American to achieve the rank of Commander on the LAPD and now will become the Department’s first Asian American to achieve the rank of Deputy Chief. He was first introduced to law enforcement as a Police Explorer Scout with the Long Beach Police Department. As a result of his continued interest in law enforcement, he applied and was accepted to the LAPD. He has held numerous positions and worked various assignments within the Police Department. Commander Hara is past president of the Japanese AmericanPromo_pics_9 Optimist Club of Los Angeles, a civic organization and Vice President of the Nisei Week Foundation.

Deputy Chief Charlie Beck, Commanding Officer Operations-South Bureau will become the new Chief of Detectives. Beck replaces Deputy Chief Gary Brennan who will be retiring in March 2008. Chief Beck was appointed to the Department in March 1977 after serving two years in the Los Angeles Police Reserve Corps. As Deputy Chief of the LAPD’s Detective Bureau, Beck will directly report to Chief Bratton. As Chief of Detectives, Beck will have line command of the Detective Bureau and functional responsibilities for detective operations Citywide.

Taking Beck’s place as Commanding Officer Operation-South Bureau is Deputy Chief Kenny Garner. Deputy Chief Garner is currently the Commanding Officer of West Bureau. He was appointed to the Los Angeles Police Department on June 6, 1977. He has over twenty years of supervisory experience and spent many years as a police officer in assignments in South Bureau including Southwest Area, 77th Street Area and Southeast Area. As a Captain, Garner was Commanding Officer 77th Street Area.

The promotion and transfers will become effective in March 2008.

Notes from the January 22, 2025 Police Commission Meeting

•    The Department will not set a crime reduction goal for 2008 until after the vote on Proposition S, at which time the Department’s budget for the next fiscal year can be determined.

•    In Part I crime categories, Homicides are up 53% over last year at this time due in large part to 8 homicides in Central Bureau in the past week.

•    Chief Bratton announced the retirement of Deputy Chief Gary Brennan, the reassignments of Deputy Chief Charlie Beck to Chief of Detectives and Deputy Chief Kenneth Garner to Commanding Officer, Operations-South Bureau, and the promotion of Commander Terry Hara to Deputy Chief and Commanding Officer, Operations-West Bureau.  Over the coming months, Chief Bratton will announce a restructuring of the Department’s organizational chart and more promotions.

•    The future agenda item pertaining to in-car digital video cameras is still in the Mayor’s office.  This agenda item will be updated weekly.

•    The Department’s proposed Financial Disclosure program and draft Special Order, in accordance with paragraph 132 of the Federal Consent Decree, is currently being reviewed by the Public Safety Committee and is tentatively scheduled to be heard by the full City Council on January 30, 2008.

•    Police Commission Secretary and 21-year LAPD employee Silvia Torres was named Police Commission Employee of the Month.

•    Police Commissioner Andrea Ordin expressed thanks for a monetary donation in the amount of $45,000 from the Los Angeles Police Foundation to benefit the 2008 Women’s Leadership Conference, which was Consent Agenda Item C at the meeting.  Commissioner Ordin commented on the Women’s Leadership Conference being an excellent program with an important message.  The agenda item was approved.

•    The verbal report and update from the Department, delivered by Captain Jerilyn Weinstein, on the current status of the personnel complaint investigations relative to the May 1, 2025 incident at MacArthur Park, was accepted.  There are a total of 72 allegations made against 29 named officers.  There are also 139 allegations against unnamed officers.

•    The Department’s report, dated January 9, 2008, relative to the monthly Adjudication of Categorical Use of Force Incidents - Completion of Training Status Report, was received and filed.

•    The Department’s report, dated November 13, 2007, and the Office of the Inspector General’s report, dated January 18, 2008, relative to the Discipline Report, Third Quarter 2007, in accordance with the Annual Audit Plan (also Calendared as Item No. 10-B in Closed Session,) was accepted.

LAPD Detectives Capture the Killers of Newborn Baby

Los Angeles: Robbery Homicide Detectives announce additional arrests in the murder investigation of 23 day old, Luis Angel Garcia and shooting of Francisco Clemente.

On September 15, 2024 at around 9:30 p.m., Rampart Patrol Officers responded to a shooting call at 1805 West 6th Street. Twenty-three day old, Luis Garcia, was shot in the chest and died. 37 year old, Francisco Clemente was shot several times in the face and body. Mr. Clemente remained in critical condition for several days but is now recovering.

Robbery–Homicide Division assumed investigative responsibility for this horrible murder. Rampart Homicide detectives and gang officers continued to assist them along with other department entities and the FBI. Detectives Dan Jenks and Dave Holmes of Robbery-Homicide Division, Gang Homicide Unit, were assigned as the lead investigators.

In the initial stages of the investigation more than twenty detectives were assigned to the case. Labor intensive tasks such as canvassing, re-canvassing, working clues and other preliminary investigative tasks resulted in the investigation developing at an accelerated pace.

The investigation has revealed that “Eighteenth Street” gang members have been extorting the street vendors in the 6th Street and Burlington area. The detectives believe that when Mr. Clemente refused to pay the gang members, he and the infant were shot.

Several gang members have been charged with numerous crimes including eight for the murder, one for extortion of the vendors and two for the intimidation of witnesses. The shooter, 18 year old Giovanni Macedo, was one of those arrested. The investigation is continuing and more arrests involving the murder and associated crimes are anticipated.

LAPD is looking for 34 year old, Juvenal Cardenas Mejia, aka “Atlas”, and 40 year old, Guadalupe Rangel it is believed that they may both be in Mexico.

56 -Year-Old Man Missing

Los Angeles: A local family is asking for the public’s help in locating 56-year-old, Brent Tomczak who suffers from poor memory and schizophrenia.

Mr. Tomczak was last seen on January 10, 2008, at about 9:15 AM, he was taken to a medical health clinic located at 2120 West 8th Street in Rampart Area. The group home bus driver returned to the clinic at approximately 2:00 PM., for transportation. Mr. Tomczak had left prior to the driver’s arrival.

He’s described as a 56-year-old Caucasian with gray hair, blue eyes, 5’10” and about 175 pounds. He was wearing a black sweater with blue jeans and black shoes.

Mr. Tomczak currently takes medication for his mental health condition.

Charging Pit Bull Shot by Officer

Los Angeles: A Los Angeles police officer shot a dog after the dog charged him and his partner.

On Sunday, January 20, 2008, at around 12:05 a.m., Rampart Area officers were dispatched to a burglary investigation in the 700 block of Echo Park Avenue. While conducting a search, a pit bull dog charged at Officer Guillermo De La Riva. De La Riva fired several rounds at the dog striking him in the chest.

The dog died at the scene and the officers were not injured.

Rampart Detectives are handling the dog shooting investigation.

Multi-Agency Task Force Targets Counterfeit Merchants

Los Angeles: On January 17, 2008, members of the Los Angeles Police Department, Anti-Piracy Unit, along with personnel from Hollenbeck Area vice unit, Central Area vice unit, Central Gang Enforcement Detail (GED), Rampart Area vice unit, Newton Area vice unit, Newton GED, and Northeast Area vice unit conducted a Task Force Operation at the El Faro and Alameda Swap Meets located at Alameda Boulevard and 45th Street.

“In our continuing effort to create safer neighborhoods throughout the City by working together to crack down on businesses and locations rife with criminal activity, we have targeted the Alameda and El Faro Swap Meets,” said City Attorney Rocky Delgadillo. "We intend to prosecute to the fullest extent of the law any and all individuals found to be engaging in illegal activities at these two locations," he added.

The purpose of the task force was to target the illegal sales and distribution of counterfeit and pirated products including: CDs and DVDs, apparel/clothing, jewelry, food items, vitamins, and pharmaceutical goods.

The LAPD has been working in conjunction with representatives from the Los Angeles City Attorney’s Office, Los Angeles County District Attorney’s Office, The Federal Drug Administration, Los Angeles County Health Department, and the Los Angeles City Building and Safety Department.

Additionally, the LAPD has been assisted by industry representatives from the Investigative Consultants, the Recording Industry Association of America (RIAA), the Motion Picture Association of America (MPAA), and various brand owners and representatives from the jewelry and apparel industry. 

The goal of the Task Force is to safely identify, arrest and prosecute vendors and distributors engaged in the illegal sales of the above items.

The result of the task force include 8 arrests and  over 500 pieces of counterfeit goods confiscated worth over $12,000.  Three locations were ordered to close for various Building and Safety and Health code violations.
