Task Force on Human Trafficking

Last year, the United States Congress passed a resolution declaring January 11 the National Day of Human Trafficking Awareness.  In special honor of this day, the Los Angles City Council recognized the recent accomplishments of LAPD’s Metropolitan Task Force on Human Trafficking.  Members from the Coalition to Abolish Slavery and Trafficking (CAST) were also honored.

The Metropolitan Task Force on Human Trafficking was established in 2005 by grant of the United States Department of Justice.  CAST was established in 1998, and was the first in the country to open a shelter exclusively for trafficking victims.

CAST representatives presented the most current national statistics on trafficking crimes. A new public service announcement produced by Councilman Tony Cardenas was shown.             

People have the perception that human trafficking is a problem that does not occur in the United States.  In 2003, Councilman Cardenas started spear-heading anti-trafficking policy after federal authorities found about 15 women in South Los Angeles who were forced to prostitute themselves to pay off their traffickers.

12-Year-Old Boy Shot in South LA

Los Angeles: A 12-year-old juvenile was shot Thursday evening in South Los Angeles, but his injuries did not appear to be life-threatening, police said.

Around 6:15 p.m., the juvenile and two of his companions were walking home from a fast food restaurant near the intersection of 84th Street and Vermont Avenue, when a gunman inside an unidentified vehicle pulled up alongside of them and open fired.  The 12-year-old boy was hit in the back and his two friends escaped injury, authorities said.

Paramedics took the juvenile to a local hospital where he is listed in stable condition.

Detectives believe the gunman is a gang member and currently there’s no suspect or vehicle description.

The 12-year-old boy is not a gang member, police said.

Woman Found Dead Near Freeway

Los Angeles: The body of a young woman was found in a remote area near the 210 Freeway.

On Wednesday, January 9, 2008, at around 1:45 a.m., Foothill Area patrol officers responded to a call in the 7400 block of La Tuna Canyon Road.  Upon arrival, the officers found the body of a 24-year-old woman lying on the side of the road with a gunshot wound to the head. 

Paramedics responded to the location and pronounced the woman dead.

The motive for the killing is unknown.

The woman has been identified as Christina Marie Davis, a resident of Pacoima.

Freeway Sign Unveiled in Memory of Fallen Officer

Los Angeles: A freeway sign was unveiled today in memory of Police Officer Steve Gajda who was shot and killed in the line of duty 10 years ago.

“Officer Gajda was doing what every law enforcement officer does each and everyday protecting the residents of their City, said Police Chief William Bratton. “On this day Officer Gajda gave the ultimate sacrifice for any law enforcement officer.  He will always be remembered.”

Officer Steve Gajda, 29, was killed on January 1, 1998. On the night of the shooting, Officer Gajda was assigned to a unit geared towards stopping citizens from shooting guns in the air in celebration of New Year's Eve. Officer Gajda and other officers stopped at a party, which seemed out of control to issue a warning. While they were approaching, several gang members fled and were pursued by the officers. Officer Gajda chased one man who appeared to have a weapon in his waistband and was shot and killed in the ensuing struggle. Two officers on the scene returned fire, killing the 17-year-old suspect who had been wanted for murder since March of 1997.

Officer Steve Gajda, a seven-year member of the Los Angeles Police Department, joined the department after a stint as a helicopter mechanic in the Army's 101st Airborne Division. Born in Park Ridge, Illinois, he moved with his family to the San Fernando Valley in 1978, and graduated from Cleveland High School in Reseda in 1986.

Los Angeles: Los Angeles Mayor Antonio Villaraigosa today joined Los Angeles Police Chief William J. Bratton to announce significant gang violence reductions in 2007.

“At the beginning of last year, I announce a new approach to gangs,” said Chief Bratton.  “The strategy consisted of several Gang Initiatives aimed to reducing violence and fear.”  Working together with community members, our city’s political leadership, and State and Federal agencies, we have begun to turn the trend and reduce gang crime and the fear associated with it.”

In 1992, the City of Los Angeles experienced its highest number of homicides, 1,092.  Of those, 430 were identified as gang related.  In 2007, there were 216 gang murders.  That number represents a 49.7% decrease from 1992’s gang killings.  In 2006, there were 294 gang homicides investigated.  In 2007, the men and women of the LAPD in cooperation with our many partners were able to reduce gang homicides by 26.5%.

“One year ago, Chief Bratton and I pledged to attack the rise in gang violence – and we did.” Mayor Villaraigosa said.  “Now we must flood our neighborhoods with the critical prevention, intervention and youth development services, and get illegal guns off our streets to keep violence down for the long term.”

Police Commission Vice President John W. Mack stated, “Today’s announcement of a reduction in gang-related crime is inspiring and it is proof that the Mayor’s and Department’s Gang Initiatives launched in 2007 are working.  I believe we are seeing the beginning of the benefits of prevention and intervention as well as enforcement, yet we must continue the effort collectively to end the devastating effects of gangs in our community.”

The trending of reduced gang violence and crime is attributed to the collective resources of the Criminal Justice System and community, working together to address the spread of the gang influence over the Los Angeles region.  The LAPD, the United States Attorney’s Office, Federal Bureau of Investigation (FBI), Alcohol Tobacco and Firearms (ATF), Drug Enforcement Agency (DEA), Immigration and Custom Enforcement (ICE), Los Angeles City Attorney, LA County District Attorney, Parole, Probation, California Department of Corrections and Rehabilitation, Los Angeles County Sheriff’s Department (LASD), U.S. Marshals Service, and U.S. Bureau of Prisons, dedicated personnel and resources to several task forces to address gang crime.

The FBI participated in the Los Angeles Metropolitan Task Force on Violent Crime along with the LAPD, ICE, bureau of Prisons and the LA County Probation Office focusing their crime fighting strategies on problematic gangs and their leadership.

“Los Angeles street gangs have evolved into sophisticated criminal enterprises whose members operate internationally and engage in a variety of crimes to exert control over neighborhoods here and throughout the U.S.,” said, Salvador Hernandez, Assistant Director in Charge of the FBI in Los Angeles.  “Working collaboratively, state, local and federal agencies have recently built federal cases against large numbers of gang members plaguing these communities.  The FBI remains committed to the anti-gang effort and will continue to provide resources in support.”

“My office has implemented a more comprehensive approach in attacking the most dangerous gangs in our region,” said United States Attorney Thomas P. O’Brien.  “In conjunction with federal agencies and our local partners, in appropriated circumstance we are now prosecuting not only so-called shot-callers, but also other members and associates of street gangs.  For example, in addition to gang leaders, recent federal prosecutions have targeted the soldiers who carry out their work and the narcotics traffickers who supply them with drugs.  This approach is having an impact, as evidenced by the statistics that show gang-related violence on the decline.”

Additionally, LAPD partnered with the DEA, FBI, ATF and LASD, LA City Attorney’s Office and U.S. Attorney’s Office and created and abatement strategy for two communities in the Harbor Area affected by racially motivated crimes and the drug trade.  In neighborhoods commonly referred to as 204th Street and Ghost Town, intensive investigations were launched over a period of several months targeting the leadership of these criminal organizations.  These investigations culminated in the service of several search warrants, abatement of hotels, confiscation of weapons, and arrests of several gang members identified as the perpetrators.

“The United Stated Drug Enforcement Agency will continue to aggressively target and attack these criminal organizations who profit from peddling their poisons on our streets,” said Edward Follis, Special Agent in Charge, DEA.

Former LAPD Detective Pleads Guilty to Fraud

Los Angeles: A former Los Angeles Police Detective pled guilty in court Thursday morning to charges of Felony Insurance Fraud, following a 2-year investigation..

On Thursday, January 10, 2008, Gilbert Barrow, a 13-year veteran of the Los Angeles Police Department pled guilty to one count of Insurance Fraud.   He was sentenced to 5-years of formal probation, 500 hours of community service, $45,000 in restitution to the City of Los Angeles, and a fine of $200.  He was given credit for one day served in County Jail.

Investigators from LAPD's Professional Standards Bureau arrested Barrow on April 10, 2007, and had been relieved of duty pending the outcome of the investigation.  He officially resigned from the Department on September 12, 2007.

Barrow was last assigned to Rampart Detectives.  He was a resident of Yucaipa during the course of the investigation.

Man with Alzheimers Disease Missing

Los Angeles: Los Angeles police and family members of 70-year-old, Salvador Becerra, are requesting the public's help in finding Becerra who has been missing since December 30, 2007.

Becerra suffers from Alzheimer's disease and was at the Value + Market located at Avalon Boulevard and Anaheim Street around 6:30 p.m., before he disappeared.

Becerra is described as Latino, black hair, brown eyes, 5'8", and weighs approximately 210 pounds. He has a heavy build with a medium complexion, and last seen wearing a black baseball cap with the letters "TEDA" stitched in white, a gray jacket, navy blue pants, and white sneakers.

Robbery in Koreatown, Caught on Tape

Los Angeles: The Los Angeles Police Department is asking for the public's help in identifying a man captured on surveillance video punching and robbing an unsuspecting victim.

On Saturday, December 29, 2007, at about 10:30 p.m., the female victim, 52 years of age, had just parked her car in the parking garage at her apartment complex in the 600 block of South Wilton Place.

The suspect had previously entered the garage and was lying in wait for an unsuspecting victim. As the victim walked by him, he sprung from his hiding place and began punching the victim repeatedly in the face, knocking her to the ground.  The suspect took the victim's purse and began to walk away, but returned momentarily to remove jewelry from the victim as she lay on the ground. 

He is described as a male black, mid twenties, 5 ft. 5 in., wearing a dark colored, hooded sweatshirt with a multi-colored design on the front, and dark colored pants and shoes.  Detective Kim said, "We hope someone in the community will recognize something familiar about this suspect and contact us.  We hope to locate him before he can harm anyone else or commit more robberies."

The victim did not require medical treatment, but did suffer bruising and contusions from the attack.

Notes from the January 8, 2025 Police Commission Special Meeting

•    Chief Bratton will join Mayor Villaraigosa and other City leaders for a news conference on 2007 gang crime reduction statistics on Thursday, January 10, 2025 at 4:00 p.m. 

•    The Department is on track for reaching the hiring goal of 780 officers this fiscal year. 

•    Commissioner Skobin noted that police officers are often the first emergency personnel at dangerous building and vehicle fires, and in many cases have performed heroic actions by entering a burning dwelling or vehicle to save the lives of the public.  He also noted that many awards that have been received by Department personnel- including numerous Medals of Valor- for acts of bravery involving fires.  He indicated that the Department provides no training in basic fire science beyond brush fires, however.  Commissioner Skobin requested that the Department look into the possibility of basic fire science training for officers, to include such things as backdraft, flashovers, and other basic areas.  He suggested that the Department look at areas including, but not limited to, e-learning and roll call training.

•    The budget for the coming fiscal year will be largely effected by the outcome of the vote for City Proposition S, the proposed communication users tax.  This measure will be on the February 5, 2025 ballot.  Once the election result has been rendered, the Department will know for certain what to expect from the next budget, and can then set further crime reduction goals.

•    The verbal report from the Department by Deputy Chief Mark Perez, as requested by the Board on the current status of the personnel complaint investigations relative to the MacArthur Park incident occurring on May 1, 2007, was accepted.  This agenda item will be revisited at the January 22, 2025 weekly meeting.

•    The Department’s report, dated December 12, 2007, in response to City Council motion (CF #07-2083), relative to the Graffiti Tracker program and the Department’s graffiti abatement initiatives, was continued. 

•    The Department’s report presented by Laura Filatoff, dated December 28, 2007, in response to City Controller’s request, relative to status update and a basis for Status of Recommendations - Audit of Fiscal Operations of the Los Angeles Police Department, was approved and transmitted to the City Controller.

•    The Department’s report, dated December 17, 2007, in response to Board query, relative to the strategies to staff Mental Evaluation Unit/Systemwide Mental Assessment Response Teams with seven-day a week coverage, was approved.

Baby Dangled Over Motel Railing Rescued by LAPD Officers

Los Angeles: On January 8, 2008, officers from Mission Area responded to a radio call of a "kidnap in progress" at a motel in the 13000 block of San Fernando Road in Sylmar.

At around 1:00 a.m., the LAPD received numerous phone calls reporting that a man, later identified as Antonio Llerenas, 25, of Northridge, was attempting to leave the motel with his 18 year-old girlfriend’s infant.

When the officers arrived, they saw Llerenas dangling the 18 month-old baby over the motel’s second floor railing. The officers immediately moved up the stairway to the landing to talk with Llerenas, who on multiple occasions threatened to throw or drop the child to the ground. When the officers approached, Llerenas used the baby as a shield.

During a brief moment when Llerenas moved away from the railing, an officer used a taser to separate the suspect from the baby. After a short struggle, Llerenas was handcuffed and taken into custody.

The infant was not hurt as the result of the officers'actions on the second floor landing, and was not affected by the taser due to its placement by the officer.

According to investigators, earlier in the evening Llerenas had been drinking, argued with his girlfriend, choked and struck the infant before attempting to leave the motel.

The infant, who is not related to Llerenas was examined by Los Angeles City Fire Department paramedics, and released. She suffered bruising and redness to the neck area, but no serious injuries.

Antonio Llerenas was booked at Valley Jail and charged with attempted murder. His bail was set at $1,000,000.00.

Mountain Lion Shot and Killed

Los Angeles: A Los Angeles Police Department reserve officer discharged his firearm at a mountain lion that was attacking a dachshund.

On Thursday, January 3, 2008, at about 6:30 p.m., Reserve Officer Carmen Silicato, was in the backyard of his residence, when a mountain lion attacked his dog. The officer shot and killed the lion with his firearm after the lion carried the dog up a tree. The lion eventually released the dog and later died.

The dog was injured but survived the attack.

Foothill Detectives are handling the investigation.

Shooting Leaves One Dead, Two Injured

Los Angeles: Los Angeles Police Department detectives are seeking the public's assistance in identifying the suspects involved in a shooting that left one dead and two others injured.

On Saturday, January 5, 2008, at about 1:20 p.m., officers were sent to a call of a shooting at Mozart Street and Daly Street. Officers arrived and discovered that three victims had been shot. The first victim, 21 year old, Sergio Serna from Los Angeles was pronounced dead at the scene. The second victim was taken to a local hospital with a gunshot wound to the back and is listed in critical condition. The third victim was struck in the right arm and left leg and is in stable condition.

The suspect is described as a male Hispanic, 17-21 years of age wearing a black hooded sweatshirt with a black bandana covering his face. He was last seen running northbound on Mozart Street to an awaiting vehicle. The vehicle was described as a black compact that was last seen northbound Mozart Street.

The motive appears to be gang related.

Officer Fires Weapon Accidentally

Los Angeles: A Los Angeles Police Department officer accidentally discharged his duty handgun while searching a backyard.

On Saturday, January 5, 2008, at about 10:00 p.m., Officer Jorge Barrientos and his partner responded to a possible burglary call in the 700 block of Sarbonne Road.  While searching the backyard of the residence, Officer Barrientos slipped and fell, accidentally discharging one round from his weapon as he attempted to stand.

The round struck a wooden balcony and there were no injuries.

Force Investigation Division is handling the investigation.

Man Points Gun at Officer and is Shot

Los Angeles: A man who pointed a handgun at an LAPD officer was shot and killed.

On January 4, 2008, at about 2:15 a.m., Officer Peter Mah, working a crime suppression detail targeting burglary from motor vehicle crimes, saw the suspect stopped at a lumberyard loading unidentified bags into his vehicle.  Officer Mah in full police uniform, driving an unmarked police car, continued to monitor the suspect while requesting a back up.

After a few moments the suspect drove away and Officer Mah followed him.  The suspect quickly realized that the officer was following him and suddenly stopped his vehicle in the 1800 block of Sawtelle Boulevard and got out.  He turned and walked toward Officer Mah while pointing a small caliber handgun at him. 

Officer Mah had also exited his vehicle and identified himself as a police officer.  When the suspect failed to lower his weapon as ordered, an officer involved shooting occurred.   

The suspect, whose identity is being withheld pending notification of next of kin, was hit multiple times and died at scene from his injuries.

It was discovered that the suspect's weapon was actually a cigarette lighter that simulated a small caliber pistol.

Officer Mah was not injured.

Force Investigation Division is handling the investigation.
