Notes from the February 26, 2025 Police Commission Meeting

•    Commissioner Skobin attended the fundraiser at Miceli’s Studio City location to benefit fallen Officer Randal Simmons’ family.  The event was well attended by Department personnel and the community as well as our colleagues from CHP and LAFD.  There will be a similar event this Saturday, March 1, 2008, at the CPK Westfield Topanga location at 6606 Topanga Canyon Blvd. in Canoga Park. 

•    The Police Commission is opposed to any City initiative that would cut police hiring or cut budgets so drastically that new equipment, including Astro radios, can’t be purchased.

•    There are currently 371 recruits in the Academy.

•    Mayor Villaraigosa has requested that the original Rampart station be renamed in honor of Officer Randal Simmons.  This issue is currently in Councilmember Garcetti’s office for a motion and will be a Police Commission agenda item in the near future.  When the Rampart replacement station opens for operations this year, Metropolitan Division and SWAT will move from Central station to the original Rampart station. 

•    The Police Commission acknowledged 5-year employee Julie Walters who is leaving to join Civil Rights Integrity Division.

•    The verbal presentation and update from the Community Police Advisory Board (C-PAB) regarding community initiated problem solving, crime strategies, and other programs and goals within the Hollywood Area, as delivered by Captain Clayton Farrell and C-PAB member Gary Mizner, was accepted.

•    The Department’s report, dated February 19, 2008, relative to the request for authority to destroy obsolete records for Duplicate/Official Records for the 77th Street Area, Devonshire Area, Foothill Area, Northeast Area, North Hollywood Area, Operations-Valley Bureau, Rampart Area, and West Valley Area, was approved and transmitted to the City Clerk, Records Management Officer.

•    The Department’s reports, dated December 12, 2007, and February 15, 2008, in response to City Council motion (CF #07-2083), relative to the Graffiti Tracker program and the Department’s graffiti abatement initiatives, were approved and transmitted to the City Council.

•    The Department’s report, dated February 8, 2008, relative to the Discipline Report for the Fourth Quarter, 2007, in accordance with the Annual Audit Plan, was received and the Office of the Inspector General was directed to submit an analysis of this report along with any appropriate recommendations to the Board.

•    The Department’s report, dated February 12, 2008, relative to the monthly Adjudication of Categorical Use of Force Incidents - Completion of Training Status Report, was received and filed.

Street Closures Announced For Academy Awards Cars Parked Illegally Will Be Towed

Los Angeles: Street closures and restricted parking to facilitate the production needs of the 80th annual Academy Awards, as well as security strategies and public safety, have been finalized by the City of Los Angeles.
Numerous agencies, including the Los Angeles Department of Transportation, Caltrans and the Los Angeles Police and Fire Departments were consulted in the planning process and agree that the finalized plan is the best way to accommodate all of the parties involved.

The City of Los Angeles, Department of Transportation will begin to strictly enforce the restricted no-parking policy for the Academy Awards on the dates and times listed below. This will include the citing and impounding of vehicles parked on these temporary restricted no-parking streets.  Vehicles parked on the following streets will be towed to the Official Police Garage, Hollywood Tow located at 1015 N. Mansfield Ave. in Hollywood at the request of the City of Los Angeles, Department of Transportation.  Motorists are advised to call LADOT at
1-866-TOWAWAY or Hollywood Tow 323-466-8583 to redeem their vehicles.

Notes from the February 19, 2025 Police Commission Meeting

•    All five police commissioners, as well as previous commissioners David Cunningham and Shelley Freeman, attended Officer Randal Simmons’ funeral on Friday, February 15, 2008. 
Commissioner Ordin remarked on the “magnificent outpouring” of the Los Angeles community on the day of Officer Simmons’ funeral. 

•    Commissioner Skobin twice visited the West Valley station last week to visit with officers who were involved with the incident in Winnetka where Officer Simmons’ was killed.  Mr. Skobin wears a black bracelet in honor of fallen law enforcement officers.   

•    Chief Bratton said that Officer Simmons name will be added to a memorial site in Washington, D.C. and will be included in the two memorial sites planned here in Los Angeles - one at headquarters and one at the Elysian Academy.

•    Chief Bratton spoke of a recent community movement that 77th Area station be renamed to honor Officer Simmons.  The Chief proposes naming the new Rampart replacement station in honor of Officer Simmons as more appropriate.  The new Rampart station will permanently house Metropolitan Division and SWAT, currently housed at Central Area, and is slated to open as early as July of this year.

•    The Department passed “with flying colors” an FBI audit that checked the way we report crime statistics, among many other things, said Chief Bratton.

•    The Department currently has 9,639 officers in our ranks, up from 9,284 in 2007 and 9,177 in 2002.  The Department is on-target to meet recruitment goals for this year. 

•    The future agenda item pertaining to in-car digital video cameras is now with the Public Safety Committee and a hearing will be held within 30 days.  This agenda item will be updated weekly.

•    The verbal presentation from the Department on the current status of the personnel investigations and adjudication process relative to the MacArthur Park incident occurring on May 1, 2007, as presented by Deputy Chief Mark Perez, was accepted.

•    The Executive Director’s report, dated February 13, 2008, relative to a request to modify the Los Angeles Municipal Code to facilitate master permitting of automobile parking lots and an abbreviated same-day permitting process for automobile parking lot master permit holders, was approved and transmitted to City Council with recommendations.

•    The Department’s report, dated January 30, 2008, relative to the Harbor Area Gang Enforcement Detail Command Accountability Performance Audit (AD No. 07-057), as presented by Police Auditor Erin Kenney, Commander Rick Jacobs and Captain Billy Hayes, was approved.

•    The Department’s report, dated January 31, 2008, relative to a Hollenbeck Area Gang Enforcement Detail Command Accountability Performance Audit (AD No. 07-056), as presented by Police Auditor Erin Kenney and Captain Blake Chow, was approved.  This agenda item will be revisited at a future meeting.

•    The Department’s report, dated February 6, 2008, relative to the Hunter-La Ley Second Quarter Report - covering Deployment Periods 10-13, Fiscal Year 2007-2008, was accepted.

•    The Department’s report, dated February 8, 2008, relative to the protocols of Miranda warnings to suspects who are interviewed in administrative investigations, was accepted.  Commissioner Saltzman’s help was requested on this issue. 

•    The Department’s report, dated October 31, 2007, and the Office of the Inspector General’s report, dated February 13, 2008, relative to the Ethics Enforcement Section Quarterly Report, Third Quarter 2007, in accordance with the Annual Audit Plan, were both approved. 

•    The Department’s report, dated February 1, 2008, relative to compliance with Audit Division's recommendations for the Annual Non-Categorical Use of Force Report - Recommendation No. 3, which was approved by the Board on April 11, 2006, was received and filed.

Notes from the February 12, 2025 Police Commission Meeting

•    Commissioner Mack started this week’s meeting with a moment of silence to honor fallen Officer Randal Simmons.  Officer Simmons’ funeral will be held on Friday, February 15, 2008.

•    Commissioners Saltzman and Skobin were each able to visit Officer James Veenstra in the hospital.  Officer Veenstra’s wife, Captain Michelle Veenstra, who was present when Commissioner Skobin visited, asked Commissioner Skobin to keep working hard for new equipment for LAPD officers.  Commissioner Skobin commented on these brave officers who, like Officer Simmons, put service before self, and then he pledged to continue his push for new equipment and technology for officers.

•    Commissioner Ordin thanked and congratulated Chief Bratton for his role in publicly supporting Proposition S, which passed with a margin of 66%.  Commissioner Ordin said the result showed the public’s appreciation for the Chief’s involvement.

•    Chief Bratton mentioned that Officer Veenstra could be released from the hospital as early as today.   There is a possibility that Officer Veenstra won’t need more surgeries.  It is also possible that Officer Veenstra could attend Officer Simmons’ funeral.

•    Department recruitment is currently on-target, and somewhat ahead, to meet the year’s goals.

•    The future agenda item pertaining to in-car digital video cameras left the Mayor’s office on Friday, February 8, 2008.  It is now with the Public Safety Committee.  This agenda item will be updated weekly.

•    The verbal update from the Department relative to the new Police Headquarters Facility, new jail facility, and current health and safety issues relative to the Police Administration Building, as presented by Police Administrator Thom Brennan, was accepted.

•    The verbal presentation and update from the Community Police Advisory Board (C-PAB) regarding community initiated problem solving, crime strategies, and other programs and goals within the Southwest Area, as discussed by Captain Phil Fontanetta, was accepted.

•    The Department’s report relative to proposed revisions to Council-Approved Records Retention Schedule for original/official records for Information and Communications Services Bureau, was approved and transmitted to the Office of the City Clerk, Records Management Officer.

•    The Department’s report relative to a proposed addition to Council-Approved Records Retention Schedule for original/official records for Employee Relations Group, was approved and transmitted to the Office of the City Clerk, Records Management Officer.

•    The Department’s report relative to proposed revisions to Council-Approved Records Retention Schedules for original/official records for Employee Relations Group and Office of the Inspector General, was approved and transmitted to the Office of the City Clerk, Records Management Officer.

•    The Department’s report relative to a “no cost” extension to August 31, 2009, from the United States Department of Justice, Community Oriented Policing Services for the Universal Hiring Program 2003 Grant, was reviewed, approved and transmitted concurrently to the Mayor and City Council.

•    The Department’s report relative to awarding the Medal of Valor to various police officers for displaying extreme courage while consciously facing imminent peril, as presented by Commander Jim Cansler, was approved.

•    The Office of the Inspector General’s report dated February 7, 2008, relative to the annual Complaint Investigations Audit for Fiscal Year 2007/2008 was approved.  The focus of this audit was investigation quality.  It was found that in 60 compaints, 29 had some sort of flaw.  Many of these flaws were attributed to problems with paraphrasing.  This agenda item will be revisited at a future meeting.

Notes from the January 22, 2025 Police Commission Meeting

•    The Department will not set a crime reduction goal for 2008 until after the vote on Proposition S, at which time the Department’s budget for the next fiscal year can be determined.

•    In Part I crime categories, Homicides are up 53% over last year at this time due in large part to 8 homicides in Central Bureau in the past week.

•    Chief Bratton announced the retirement of Deputy Chief Gary Brennan, the reassignments of Deputy Chief Charlie Beck to Chief of Detectives and Deputy Chief Kenneth Garner to Commanding Officer, Operations-South Bureau, and the promotion of Commander Terry Hara to Deputy Chief and Commanding Officer, Operations-West Bureau.  Over the coming months, Chief Bratton will announce a restructuring of the Department’s organizational chart and more promotions.

•    The future agenda item pertaining to in-car digital video cameras is still in the Mayor’s office.  This agenda item will be updated weekly.

•    The Department’s proposed Financial Disclosure program and draft Special Order, in accordance with paragraph 132 of the Federal Consent Decree, is currently being reviewed by the Public Safety Committee and is tentatively scheduled to be heard by the full City Council on January 30, 2008.

•    Police Commission Secretary and 21-year LAPD employee Silvia Torres was named Police Commission Employee of the Month.

•    Police Commissioner Andrea Ordin expressed thanks for a monetary donation in the amount of $45,000 from the Los Angeles Police Foundation to benefit the 2008 Women’s Leadership Conference, which was Consent Agenda Item C at the meeting.  Commissioner Ordin commented on the Women’s Leadership Conference being an excellent program with an important message.  The agenda item was approved.

•    The verbal report and update from the Department, delivered by Captain Jerilyn Weinstein, on the current status of the personnel complaint investigations relative to the May 1, 2025 incident at MacArthur Park, was accepted.  There are a total of 72 allegations made against 29 named officers.  There are also 139 allegations against unnamed officers.

•    The Department’s report, dated January 9, 2008, relative to the monthly Adjudication of Categorical Use of Force Incidents - Completion of Training Status Report, was received and filed.

•    The Department’s report, dated November 13, 2007, and the Office of the Inspector General’s report, dated January 18, 2008, relative to the Discipline Report, Third Quarter 2007, in accordance with the Annual Audit Plan (also Calendared as Item No. 10-B in Closed Session,) was accepted.

Notes from the December 4, 2024 Police Commission Weekly Meeting

•    The Police Commission welcomed its newest member, Robert Saltzman, at this week’s meeting.  Commissioner Saltzman is Associate Dean of USC Law School and was previously Vice President of the City Ethics Commission.  He fills the seat left vacant by outgoing Commissioner Shelley Freeman.  Commissioner Saltzman thanked the members of the Commission and discussed some of his recent activities leading up to this week’s meeting.  He also introduced one of his guests, USC Gould School of Law student Shervin Lalezary, who was present.

•    Police Commission Vice President John Mack spoke of the late Commander Homer Broome, whose funeral took place on Saturday, December 1, 2007.  Broome was named the Department's first black Captain in 1969 and Commander in 1975, earning a well-deserved spot in Department and Los Angeles history books. 

•    The LAPD Command Staff participated in a 1½ -day direct reports retreat, in which they discussed strategies for 2008 and the vision for the future.

•    There are currently 353 recruits in the Academy.

•    In 2006, five sworn former employees who had gone to other agencies returned to the Department.  So far in 2007, 13 sworn former employees have returned to the Department.

•    The Inspector General attended last week’s 21st Century Mobile Field Force training session at Los Alamitos and characterized the training as valuable.

•    The Police Commission awarded the Police Commission Distinguished Service Medal to Officer Richard Nagatoshi for his work in creating the LAPD Bomb Squad’s new state-of-the-art command vehicle.

•    The Police Commission awarded Police Meritorious Unit Citations to members of the Bomb Squad and the Criminal Conspiracy Section for their work on a particulary dangerous mission involving dynamite in a refrigerator.  Recipients included Captain Justin Eisenberg, Lieutenant Gary Lynch, Sergeant Michael Salinaz, Detectives Jim Joy, Ron Capra, Doug Stice, Brandon Martin, Jack Blanchard, Kevin Korne, Ray Morales, Al Silvas, and Mike Kozak, and Police Officers Jackie Hickey, Don Thompson, Anthony Huerstel, Rick Nagatoshi, and Steven Kuranishi.

•    The Department’s report, dated November 12, 2007, relative to the Bulletproof Vest Partnership Program grant application for Fiscal Year 2007-2008 submitted to the United States Department of Justice, Bureau of Justice Assistance in to the total amount of $787,548.79, was approved.

•    The Department’s report, dated November 27, 2007, relative to the proposed additions to Council-approved records retention schedules for original/official records for Detective Support and Vice Division, Office of the Chief of Police, Personnel Division, Scientific Investigation Division, and Use of Force Review Division, was approved.

•    The Department’s report, dated November 27, 2007, relative to the proposed revisions to Council-approved records retention schedules for original/official records for Internal Affairs Group, Office of Operations, Pacific Area, Personnel Division, Risk Management Group, and Scientific Investigation Division, was approved.

Notes from the November 13, 2024 Police Commission Weekly Meeting

•    There are currently 349 recruits in the Academy.  With the recent signing bonuses made available to recruits, and the slowdown in attrition, the Department aims to have 9800 sworn officers by year’s end.

•    Commissioner Shelley Freeman’s last day with the Commission will be next Tuesday, November 20, 2007.  Immediately preceding the weekly meeting on the 20th, there will be a reception in her honor in room 618. 

•    Robert Saltzman, the nominee to replace Commissioner Freeman, was present for this week’s meeting.  Mr. Saltzman will appear before City Council for confirmation on Tuesday, November 20, 2007.  If he is confirmed, his first day with the Commission will be Tuesday, December 4, 2007.

•    Commissioner Skobin reported that he participated in several meetings regarding the replacement of the ASTRO radios and feels that there is now a viable plan, including funding, being developed.

•    The Department’s report, relative to a status report of the comprehensive action plan to correct deficiencies identified in the Command Accountability Performance Audits, was approved.

•    The Department’s report, in response to Board query, relative to the feasibility of the City’s Department of Transportation investigating all reportable City property-involved traffic collisions, was approved.

•    The Department’s report, relative to a request for approval of the Digital In-Car Video System agreement with International Business Machines, was approved. 

•    The Department’s report, relative to the Training Evaluation and Management System (TEAMS) II Audit, Phase I, Fiscal Year 2007/2008, was approved.

Notes from the October 23, 2024 Police Commission Weekly Meeting

  • Police Commission President Anthony Pacheco, speaking on behalf of the Commission, sent his thoughts to those facing the devastating wildfires. 
  • Chief Bratton revealed the Department's overall crime reduction for 2007 is at 4.3% as of this week.  The Department is on track to reach its year-end goal of 5%.
  • Over the five years since Chief Bratton joined the Department, total Part I crimes are down 31%
  • Chief Bratton will be reappointed to a second term as Chief on Thursday, October 25, 2007, at 10:00 a.m. at the Elysian Park Academy field.
  • Chief Bratton attended the 114th annual IACP Conference last week in New Orleans.  Over  the course of the Conference, the LAPD emerged as the clear leader in delivering declines in crime, and for its state-of-the-art Use of Force investigations, as well as in audits, vehicles, training and more.  Among the attendees at the Conference were Chiefs of Police of the nation's 50 largest cities.
  • Chief Bratton announced several command staff promotions that will take place in the next deployment period.
  • The Executive Director announced the contract for in-car video cameras will be on the agenda for next week's Police Commission meeting.
  • The Inspector General spoke on Civilian Oversight at the IACP Conference in New Orleans.
  • The Inspector General introduced new staff member, Special Investigator Mike Heinz.
  • Carlos Gonzales, Senior Systems Analyst in the Inspector General's Office, was given a certificate for Employee of the Month.
  • A follow-up discussion with the Department, relative to the investigation of the events occurring at MacArthur Park on May 1, 2007, with Deputy Chief Mike Hillmann, Police Administrator Jerry Chaleff and Commander Sandi Jo MacArthur, was accepted.  Specifics included the language used in dispersal orders, the impact on current and future training curriculums, and an update on the status of re-branding helmets and vests, the timeline thereof and the cost.  An overall update of the status of the investigation was requested for the near future.
  • A verbal presentation and discussion from the Department, relative to an overview of the Internal Affairs investigations and disciplinary process, was made by Deputy Chief Mark Perez and was accepted.  At next week's Police Commission meeting, Chief Perez and the Inspector General will make presentations on the the process being used in the investigation of the incident at MacArthur Park, and will address specific questions as submitted by Police Commissioners.
  • The Department's report, relative to a Grants Adjustment Notice of a six month "No Cost Extension" to March 31, 2025 for the Internet Crimes Against Children Task Force Program, was approved.
  • The Department's report, relative to a $200,000.00 grant application for the 2008-2009 Internet Crimes Against Children (ICAC) Forensic Capacity from the United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention, was approved.

•    The Police Commission heard a verbal update and discussion from the Department by Commander Jim Cansler relative to ongoing recruitment efforts.  Commissioner Freeman requested additional information pertaining to the status of potential recruits in “the pipeline.”

•    The Police Commission heard a verbal update and discussion from the Department by Commander Kirk Albanese relative to the process and methodology for deploying police resources.

•    The Department's report, discussed by Deputy Chief Michael Moore, in response to City Council motion (Council File No. 07-2420), relative to deployment in the San Fernando Valley, was approved as amended in today's session.

•    The Department's report, relative to a $118,545.00 grant agreement for the 2007-2008 Anti-Gang Initiative Program from the State of California, Office of Emergency Services, was approved.

Notes from the August 21, 2024 Police Commission Weekly Meeting

•The Department is on-target with recruitment goals, including total number of recruits as well as percentages of women and minorities.

•The Police Commission awarded Certificates of Appreciation to Rafael Casillas, Tony Valdez, Capt. Rich Wemmer, J.D. Cabor, Shawn Gabra, Jon Gesch, David Gomez, Ata Kirmani, Daniel Morehead, Hopyung Park, Ken Saba, and Steven Sloan for their roles in producing an excellent officer survival video featuring Rafael Casillas.  Casillas, a former CHP officer, survived a brutal shootout that brought an end to his sworn career.  Crediting the LAPD with saving his life at the shootout, he came to work for the Department in a civilian capacity with Training Group.  He is the central figure of the officer survival video, in which he is credited with bearing his soul in order to help fellow law enforcement officers.  The video is recognized for its excellence and has been seen internationally.  Congratulations to Mr. Casillas and all parties involved in this excellent piece of work.

Notes from the Tuesday, August 14, 2024 Police Commission Weekly Meeting

•Assistant Chief Earl C. Paysinger reported there are currently 393 recruits in the Police Academy, with the ethnic breakdown of 8.65% Black, 51% Hispanic, 7.38% Asian/Pacific Islander, 31.55% Caucasian, 1.78% Filipino. 83.46% are male and 16.54% are females.

•A moment of silence was held for Police Officer III Bob Cantrell.

•The Executive Director reported on the regulation of tow operations within the City.

•The Inspector General reported that the investigation of the January 2006 officer involved shooting involving Matthew Powell is nearing completion. 

•Executive Director Richard Tefank introduced Lt. Doug Miller, the new Commanding Officer of Community Relations Section, to the Commission.

•The Department's report, dated August 9, 2007, relative to a donation of equipment in the amount of $36,356.80, to be used by the Chief of Police and senior staff members, from the Los Angeles Police Foundation, was approved.   

•The Department's report, dated August 7, 2007, relative to a request for Travel Authority for the Chief of Police to travel to Aspen, Colorado from August 23 through August 26, 2007, to participate as a speaker at the 2007 The Aspen Institute on the subject of “Policing Terrorism,” was approved.            

•The verbal presentation and discussion, relative to the Department's policy as it relates to participation in U.S. Drug Enforcement Agency enforcement at medical marijuana dispensaries, was given by Commander David Doan.

•The verbal presentation and discussion from the Department, relative to the process and methodology for deploying police resources, was presented by Sgt. Dan Gomez, OIC Field Deployment Unit, and Captain Robert Hauck, Special Assistant to the Assistant Director of Office of Operations.

•Commissioner Skobin outlined the joint efforts he and the Department have made toward improving the radio system now, and also in the future, as a high priority for the Police Commission.  First, a preventative maintenance program is now in place that serves all Areas to improve the reliability of Astro radios. Second, funding has been identified for the installation of 2,700 in-car radios.  Third, there is an effort to identify both short and long term funding sources to replace the current Astro radios. And fourth, Commissioner Skobin strongly urged to have each officer assigned his or her own radio, which will benefit the Department and community in many ways and serve as a “force multiplier.”  This item was continued for additional information and periodic status updates.

•The Department's report, in response to City Council request (Council File No. 07-1331), relative to methamphetamine related arrests and convictions, and strategies for suppression of methamphetamine production and trafficking, as set forth, was approved.

Notes from the August 7, 2024 Police Commission Weekly Meeting

•Commissioner Ordin requested as a future agenda item a status report on all investigations pertaining to the May Day incident at MacArthur Park.

•The Department's goal for crime reduction for the year 2007 remains 5%, as confirmed by Chief Bratton.

•The Chief reported the second recruit class for fiscal year 2007-2008 has 51 recruits, with the ethnic breakdown of 2% African American, 51% Hispanic, 8% Asian, 4% Filipino, and 35% Caucasian.  12% are female and 88% are male. 

•There are currently a total of 398 recruits in the Academy.  On August 17, 2007, 60 recruits will graduate.

•The Department hiring goal for fiscal year 2007-2008 is 780 recruits.  The Department hired 731 recruits in fiscal year 2006-2007 and 545 recruits in fiscal year 2005-2006.

•At the August 14, 2024 Police Commission weekly meeting, the Department will make a presentation on deployment, including a section featuring deployment in the San Fernando Valley.  Chief Bratton stated that, if the Valley were viewed separately from the rest of Los Angeles, it would rank #11 on the list of the nation's biggest cities.  Furthermore, it would rank #2 on the list of the nation's safest big cities.  The Valley, which is similar in size to Chicago and has far less police officers, is actually safer than Chicago. 

•The Executive Director reported that negotiations with IBM for the in-car video cameras are still in progress. 

•The Executive Director reported that a representative from the City Attorney's office will make a presentation on the Safer Cities Initiative at the August 14, 2024 Police Commission weekly meeting.

•The Department's report, relative to approving a $480,000 grant award entitled, "Juvenile Justice Crime Prevention Act (JJCPA) Program," for the period of July 1, 2025 to June 30, 2008, was approved.

ANTHONY PACHECO ELECTED AS PRESIDENT OF THE LOS ANGELES POLICE COMMISSION

Los Angeles – In a unanimous vote, the Los Angeles Police Commission elected Anthony Pacheco to the position of President, and John W. Mack to the position of Vice President. All five Police Commissioners, Anthony Pacheco, Alan Skobin, Shelley Freeman, John W. Mack, and Andrea Sheridan Ordin, were appointed to the Police Commission by Mayor Antonio Villaraigosa in July, 2005. John W. Mack held the President's position for the last two years.

"I am honored to hold this position and look forward to continued service to the community," stated Police Commission President Anthony Pacheco. "The last two years on the Police Commission have given me an in-depth understanding of the important issues facing the LAPD. I am eager to accept this leadership position and use it as an opportunity to address the issues that impact all residents of Los Angeles in one way or another - issues such as gang violence, community-police relations, Consent Decree compliance, and homelessness."

"Along with my fellow Police Commissioners, we will continue to promote independent civilian oversight and reform of the Department," continued President Pacheco. "I want to thank John Mack for his leadership and vision as the Commission's past President."

President Pacheco is a partner with the international law firm of Proskauer Rose. His practice is focused on litigation and quasi-litigation matters, including special investigations, Foreign Corrupt Practices Act investigations, and trial practice. He is a Deputy Chair of his firm's Corporate Defense and Investigation's practice group. Proskauer Rose is a law firm with more than 700 lawyers that has nine offices in the United States, Paris and Sao Paulo.

For approximately five years, President Pacheco served as an Assistant United States Attorney for the Central District of California. He participated in all aspects of federal criminal prosecution, including federal jury trials ranging from bribery of a U.S. Consular official in Belize, to hostage takeover bank robberies, to illegal trafficking in counterfeit access devices. President Pacheco was involved in the investigation and prosecution of investor and financial institution fraud, domestic and international money laundering, and narcotics crimes. President Pacheco represented the United States in international proceedings, including the extradition of fugitives from foreign states. President Pacheco graduated from Princeton University with a B.A. degree in History, and from the University of Michigan Law School with a J.D.

Vice President Mack began his career with the Urban League in Flint, Michigan in 1964 and was appointed Executive Director in 1965. Prior to heading the Los Angeles Urban League, he served on the Urban League's National staff for six months during the Whitney Young era in Washington, D.C. Mack was a leader in the 1960 student civil rights movement in Atlanta – and Co-Founder and Vice Chairperson of the Committee on the Appeal for Human Rights. He earned his Bachelor of Science Degree in Applied Sociology from North Carolina A&T State University. He holds a Master's Degree from Clark Atlanta University. In 2006, Commissioner Mack was awarded an Honorary Doctorate of Management Degree from the Claremont Graduate University School of Education.

Under his leadership, the Los Angeles Urban League has become one of the most successful non-profit community organizations in Los Angeles with an annual budget of $25 million. The Los Angeles Urban League serves over 100,000 individuals each year and operates a number of innovative, result-oriented job training, job placement, education, academic tutorial, youth achievement and business development programs serving African-Americans and other people of color utilizing state of the art computer technology preparing League constituents for the 21st Century. In 1997, United Way presented its Agency of the Year Award to the Los Angeles Urban League.

Notes from the July 31, 2024 Police Commission Weekly Meeting

•The Los Angeles Police Commission held its election of officers at this week's meeting.  Commissioner Anthony Pacheco was elected President and Commissioner John Mack was elected Vice President.

•The Department mourns the losses of Detective III George M. Selleh of Mission Area, and Police Officer II David Rodriguez of North Hollywood Area.  Both officers passed away in Los Angeles on Sunday, July 29, 2007, in two separate off-duty traffic accidents. 

Chief Bratton learned of his own mother's death on this same day and still made time to attend roll call at North Hollywood Area before leaving for Boston to be with his family.

•The Department thanked CHP for their professional handling of the traffic accidents that claimed two of our officers' lives on Sunday, July 29, 2007.  Their smooth, efficient work and thoughtful participation at a time of high emotion defined partnership within the law enforcement family.  Commissioner Ordin requested a letter of commendation from the Commission to the CHP.

•The Department congratulated newly elected Commission President Pacheco and thanked former President Mack and former Vice President Skobin for their great work during their terms.

•Commission President Pacheco requested future agenda items on the matters of the in-car camera, private investigator licensing, and financial disclosure.

•Deputy Chief Charlie Beck presented Sergeant Adrian Moody and Officer John Biondo to the Commissioners at this week's meeting.  Sgt. Moody and Ofcr. Biondo performed CPR on a young girl on Saturday, July 28, 2007, saving her life.

•There are 434 recruits in the Academy.  65 recruits began classes this month.

•The Inspector General continues working on the recent complains out of Skid Row, as well as complaints pertaining to the incident at MacArthur Park.  The hiring of a new Assistant Inspector General, Susan Hudson, will help with the workload distribution. 

•The Department's report, relative to the Quarterly Status Report, Third Quarter, Fiscal Year 2006/07, of various audits conducted by the Department, pursuant to the Annual Audit Plan, was approved.

•The Department's report, relative to the Proposed Annual Audit Plan for Fiscal Year 2007/08, pursuant to Paragraph 124 of the Consent Decree, as set forth, was approved.

•The Department's report, relative to a Training Content Audit evaluating the subject matter of the mandated training courses and attendance by sworn Department personnel, pursuant to the Annual Audit Plan, was approved.

Notes from the May 29, 2025 Police Commission Weekly Meeting

•    Deputy Mayor Arif Alikhan and Councilmember Jack Weiss were present at today’s meeting, as were local electronic and print media.

•    Overall crime is down.  To date, there are 43 fewer homicides this year than there were last year. 

•    The recruitment goal for this year is 731 total, but the expectation is to exceed this number. 

•    The current total sworn population of the Department is more diverse than in recent memory.  The breakdown is: 12.4% Black, 38% Latino, 40% Caucasian, 6.3% Asian and 1.8% Filipino.  18.6% of the sworn population is Female.

•    The Department’s verbal status update and PowerPoint presentation, relative to the preliminary status report on the investigation of the events occurring at MacArthur Park on May 1, 2025 was given to the Commission.  Presenters included Chief Bratton, Deputy Chief Mark Perez, Commander Joan McNamara, Police Administrator Gerald Chaleff, Deputy Chief Michael Hillmann and First Assistant Chief Jim McDonnell.  This presentation will also be made to City Council on Wednesday, May 30, 2007. 

•    The Office of the Inspector General’s report, dated May 24, 2007, in response to a Board request, relative to status update of the Inspector General’s (OIG) review and analysis of the events that occurred on May 1, 2007, in and near MacArthur Park, was accepted.

•    The Department’s verbal and PowerPoint Presentation, relative to the trends of officer-involved shootings for the period January 1 - May 20, for each year 2003 – 2007, was given by Captain Kris Pitcher.  There have been 26 officer-involved shootings thus far in 2007.

Police Commission Weekly Meeting

Notes from the May 15, 2025 Police Commission Weekly Meeting

•    Overall violent crime is down, as well as overall gang crime.  Gang-related homicides are down 26.5% over this time last year.

•    There are currently 429 recruits in the Academy.  On May 25, 2007, 42 cadets will graduate.  The newest class contains 63 cadets.

•    On Tuesday, May 29, 2007, the Chief will submit the preliminary results of the MacArthur Park after-action investigation to the Commission for approval, before submitting to City Council on Wednesday, May 30, 2007.

•    Assistant Chief McDonnell is coordinating efforts on the 3 investigations being conducted by the Department regarding the incident at MacArthur Park.  The comprehensive after-action investigation, in particular, will be expanded due to intense public interest and will be made public.  This is an unprecedented move and represents a step towards transparency, as elements of this investigation that would normally have been withheld will be made public.

•    Police Administrator Gerald Chaleff, along with Risk Management Group and the City Attorney, is tracking all lawsuits pertaining to the incident at MacArthur Park.  Currently there are 4 federal filings and 3 filings at the state level.

•    Chief Bratton continues his outreach efforts to the community regarding the incident at MacArthur Park via regular meetings with political leaders, the media, community leaders and advocates, Police Commissioners, the Inspector General, the Federal Monitor and the FBI as well as through the Senior Lead Officers of the geographic Areas, who communicate with local residents.  Additionally, the Chief is attending roll calls at the geographic Areas as well as staying in communication with union representatives.

•    The Inspector General describes his organization’s review and evaluation of the incident at MacArthur Park as being in the outreach and information-gathering stage.  The Inspector General’s office is collecting evidence from the public and interest groups, including videos, photos, training manuals, etc.  Inspector General André Birotte characterizes the Department’s cooperation with this investigation as outstanding.

•    In a verbal update from Thom Brennan, it was stated that the last of the major renovations of Parker Center has been completed.  Construction of the new headquarters continues with concrete pouring leading up to August 17, 2007, at which point the installation of steel structural beams will begin.  The new jail is on schedule.

•    The Department’s report authorizing the California Commission on Peace Officer Standards and Training (POST), to reimburse the Department for costs in conducting four presentations for the Robert Presley Institute of Criminal Investigation Core Coarse for the term beginning July 1, 2025 through June 30, 2025 was approved.

•    The Department’s report to the Second Supplemental Agreement No. C-108071 between the Department and Robert J. Mundy for equine farrier services was approved.

•    The Department’s report relative to training courses provided, for personnel assigned to Scientific Investigation Division, by the Narcotics Analysis Laboratory Trust Fund Expenditure Plan No. 13 was approved.

Notes from the April 24, 2025 Police Commission Weekly Meeting

•Reminder: the public hearing pertaining to Chief Bratton's request for reappointment will take place on Monday, April 30, 2025 at 6:30 p.m. in the Department of Water and Power Auditorium at 111 North Hope Street, Los Angeles, California, 90012.  Input from the public is an essential element for a comprehensive review of Chief Bratton's service to the City of Los Angeles.

•There will be no weekly Commission meeting on Tuesday, May 1, 2007.  The next weekly meeting will take place on Tuesday, May 8, 2007, at 9:30 a.m. in Parker Center, Room 146.

•The Department's report relative to Professional Standards Bureau protocol on racial profiling investigations, has been modified and will be on the agenda for the May 8, 2025 Commission meeting.

•The Commission observed a moment of silence in honor of Congresswoman Juanita Millender-McDonald of California's 37th congressional district, who died on April 22, 2007.

•There are currently 414 recruits in the Academy.  41 cadets will graduate on Friday, April 27, 2007.

•Chief Bratton will present the Department's budget proposal before City Council on Thursday, April 26, 2007.  The budget proposal, if approved, will fund the addition of 780 new officers next year.  After attrition, this will add 300 officers to the force.

•Chief Bratton will speak on Crisis Management with respect to terrorism at the Milken Institute's 2007 Global Conference on Tuesday, April 24, 2007.

•City Councilmember José Huizar has motioned to name the Hollenbeck Replacement Station in honor of Rudy de Leon, the first Latino to be named captain of the Hollenbeck Area.

•Chief Bratton will travel with Mayor Villaraigosa to El Salvador meet with the president for the signing of the agreement between our law enforcement agencies to cooperate on gang efforts.  Afterward, they will travel to Mexico to meet with the president and discuss the same matter.

•The May Day March will take place on May 1, 2007.  In addition to the march, there will be two parades.  A large turnout is expected.

•The promotion ceremony on Monday, April 30, 2025 will be the largest in the modern era of the Department and will see an increase in the number of women and minorities to the command staff. 

•Deputy Mayor for Homeland Security and Public Safety Arif Alikhan presented the Mayor's gang prevention initiatives to the Commission.

•The Department's report relative to a Special Event Permit application for the May Day March for Workers Rights was conditionally approved for the May Day March.

Notes from the April 17, 2025 Police Commission Weekly Meeting

•414 recruits are currently training in the Academy.

•We have surpassed our recruitment goals of 50 recruits per month.  In January we had 70, in February we had 71, in March we had 67, and in April we had 65 recruits.

•Over 80 candidates were tested on-site at last weekend's successful women's recruitment seminar at the Elysian Training Facility.

•On Monday, the Department conducted the first of what is hoped to become an annual inspection of bicycle patrol officers.  Over 250 officers were present.  After the inspection, the officers participated in a Pride Ride followed by various competitions between LAPD and over 20 other local agencies.

•At next week's Commission meeting, Chief Bratton will present a report on LAPD's youth activities, including the Explorer Program.  Other presentations in the coming weeks include the new Video Taser device currently being tested and a modified Academy training program designed to help give cadets experience in the field sooner in their training periods.

•The public is invited to attend and participate in the hearing pertaining to Chief Bratton's request for reappointment.  The hearing will take place on Monday, April 30, 2025 at 6:30 p.m. in the Department of Water and Power Auditorium at 111 North Hope Street, Los Angeles, California, 90012.

•There are currently 9493 sworn personnel.

•418 recruits are currently training in the Academy.  General Services, Port of Los Angeles and Airport Police cadets are now all being trained together in the LAPD Academy.

•The public hearing pertaining to Chief Bratton's request for reappointment will take place on Monday, April 30, 2025 at 6:30 p.m.  Location will be announced soon.

•Parker Center has been checked thoroughly and brought up to fire safety codes.  Flooring has been replaced and asbestos abatement has been conducted where necessary.  These are the last major efforts to be undertaken in Parker Center until the move to the new headquarters facility takes place. 

•The new jail is on-track.  Construction crews are preparing to begin forming the roof.

•The new headquarters facility is progressing.  The foundation will soon be poured and construction should be at street level by the end of summer. 

•All of the Proposition Q projects are on time and at 50% completion or more, including the Valley and Metropolitan Bomb Squad facilities. 

•A Citywide furniture vendor is currently being selected.  This vendor will furnish the new facilities.

•The Department's report on the Gang Awareness Training Audit was approved.

Police Commission Weekly Meeting

Notes from the April 3, 2025 Police Commission Weekly Meeting

•    65 new recruits were added on Monday, April 2, 2007.

•    General Services, Port of Los Angeles and Airport Police cadets will all be trained together in the LAPD Academy, per a new agreement.

•    LAPD currently has 273 recruits, which is a 56% increase over this time last year.  The goal for this year is 650 total, but it is projected there could be as many as 740 by year’s end.

•    There are currently 752 officers signed up for the DROP Program.

•    On Wednesday, April 4, 2025 at 10:00 a.m., Chief Bratton will hold a news conference to discuss gang crime statistics

•    Chief Bratton and Mayor Villaraigosa were in Washington D.C. last week for a series of meetings that were deemed successful, including one with Speaker of the House Nancy Pelosi.

•    The Pelican 7060 LED Flashlight has been approved. The flashlight is the end result of design suggestions made by the 150 LAPD officers who participated in the design process.

•    On Monday, April 2, 2007, Chief Bratton officially notified the Commission of his desire for reappointment as Chief of Police, following protocol outlined by City Charter Section 575 (c).  A public hearing will be held on the Chief’s reappointment.  The date will be announced soon.

•    A discussion of the new Police Headquarters Facility, new jail facility and current health and safety issues related to the Police Administration Building was continued until next week’s meeting.

•    The Department’s report requesting proposals for the Alarm and Permit Management System to maximize efficiency of permitting alarm systems and to track and bill false alarm responses was approved.

•    Police Commission Vice President Alan J. Skobin’s report and Inspector General Andre Birotte’s report on the audit of the Anti-Terrorism Intelligence Section were both approved.  Counter Terrorism and Criminal Intelligence Bureau was commended for its good work and was acknowledged as being a leader in the field.  CTCIB’s Deputy Chief Mark Leap and Captain Gary Williams, on the eve of their retirements, spoke at the meeting and were commended for their long careers and excellent hard work.

•    The Department’s report on the Initiation of Complaints Audit for the first quarter of fiscal year 2006/2007, and the Executive Summary, were both approved.

Notes from the March 27, 2025 Police Commission Weekly Meeting

  • Police Commission Vice President Alan J. Skobin was absent today.
  • This year there have been 6 restorations. Last week there were 16 retirements. There are currently 399 recruits in the Academy. The Department is prepared for the upcoming first departures from the DROP Program.
  • All hearing examiners, including Board of Review hearing examiners, will attend a mandatory training session this Saturday.
  • The annual C-PAB Summit will take place this Saturday at Occidental College.
  • The next Los Angeles Police Commission Community Meeting will take place Thursday, March 29, 2025 at 6:30 p.m. at Vineland Elementary School, 10150 La Tuna Canyon Road, Sun Valley, 91352. The Los Angeles Police Commissioners, Chief William Bratton, and Council Member Wendy Greuel will all be present. The public is invited to attend. Please call (213) 485-3531 with any questions.

The Police Commission meets regulary every Tuesday to discuss issues relative to the Department.  Starting this week we thought it would be interesting to provide you an overview of the current status of the Department. 

Notes from the March 20, 2025

Los Angeles Police Commission Weekly Meeting

·         Several Commissioners attended and enjoyed the good-natured political roast of Chief Bratton last Thursday evening at the Hyatt Regency Century Plaza.  The roast was an annual charity event benefitting the American Diabetes Association.

·         31 Fifth and Hill gang leaders were arrested on drug selling and conspiracy charges, the culmination of a major narcotics investigation.  Nearly a dozen guns, 85 pounds of tar heroin, 5 pounds of cocaine and 3 pounds of methamphetamine were recovered.

·         Seven surveillance cameras are now installed and operational at the Jordan Downs housing project in Watts.

·         PO1 Marcos Granillo, Hollywood Area, passed away this week from a head injury sustained in an off-duty motorcycle accident. UPDATE: Hollywood Area is hosting a B-B-Q fundraiser on Thursday March 22, 2007, 11am to 8pm.  All proceeds will go to Officer Granillo's family. 

·         Last week there were 6 restorations and 25 retirements.  There are currently 398 recruits in the Academy.  The total number of police officers currently deployed is up 2.3% from last year.

·         The National Association for Civilian Oversight of Law Enforcement has honored the Inspector General’s office with an invitation to deliver 2 presentations at their annual conference in San Jose this year.

·         The Department’s request for modification to the Department of Justice Community Oriented Policing Service National Internal Affairs Best Practices Grant was approved by the Police Commission.

·         The Department’s report pertaining to the supplemental agreement to Marilyn Droz’s contract to provide composite artist services was approved by the Police Commission.

·         The Department’s report related to the supplement to the 2006 fourth quarter report was approved by the Police Commission.

·         The Department’s response to City Council’s request regarding the Bandit Taxicab Program Status Report was approved by the Police Commission.

·         The Department’s Activity Report for January 2007 was approved by the Police Commission.

·         The Department’s report related to gang enforcement performance audits was approved.  In 30 days, the plan of action will be presented.

·         The selection of IBM to provide digital in-car video cameras was continued 1 week, pending a hearing with another perspective vendor.
