Narcotic Suspect Injured in Struggle with Police

Los Angeles: A narcotic suspect suffered a fractured shoulder as she struggled with officers who were taking her into custody for a narcotic violation.

On Saturday, February 16, 2025 at around 8:00 p.m., Police Officer Nily Gabriel and his partner were in the area of 660 South Stanford Avenue conducting a narcotics investigation.  The suspect, Larri Lynne Calkins, had been detained as part of the investigation.   

As Officer Gabriel and his partner were taking Calkins into custody for a narcotic violation, she began to struggle by pulling herself away from the officer’s grasp, in an attempt to avoid arrest. Officer Gabriel had control of Calkins left arm and as he was placing it behind her back to handcuff her, both officers heard a loud “pop.”

Officer Gabriel immediately requested an ambulance for Calkins and she was transported to a local hospital for medical treatment. Calkins was subsequently admitted to the hospital for treatment of a broken shoulder.

Neither officer was injured during the struggle.

Officer Gabriel and his partner did recover a small quantity of rock cocaine from Calkins who was arrested for Possession for Sales of Base Cocaine.

Force Investigation Division is handling the investigation.

Street Closures Announced For Academy Awards Cars Parked Illegally Will Be Towed

Los Angeles: Street closures and restricted parking to facilitate the production needs of the 80th annual Academy Awards, as well as security strategies and public safety, have been finalized by the City of Los Angeles.
Numerous agencies, including the Los Angeles Department of Transportation, Caltrans and the Los Angeles Police and Fire Departments were consulted in the planning process and agree that the finalized plan is the best way to accommodate all of the parties involved.

The City of Los Angeles, Department of Transportation will begin to strictly enforce the restricted no-parking policy for the Academy Awards on the dates and times listed below. This will include the citing and impounding of vehicles parked on these temporary restricted no-parking streets.  Vehicles parked on the following streets will be towed to the Official Police Garage, Hollywood Tow located at 1015 N. Mansfield Ave. in Hollywood at the request of the City of Los Angeles, Department of Transportation.  Motorists are advised to call LADOT at
1-866-TOWAWAY or Hollywood Tow 323-466-8583 to redeem their vehicles.

Man Arrested for Animal Cruelty

Los Angeles: A 22-year-old Encino man is under arrest for suspicion of animal cruelty.

On  February 18, 2008, at around 2:30 p.m., officers from the City of Los Angeles' Animal Cruelty Task Force (ACTF) were called to investigate a case of animal cruelty in the 6400 block of Bertrand Avenue, Encino. 

West Valley patrol officers had originally responded to the location to check on the welfare of a resident there after receiving information that he was despondent over a break up with his girlfriend and had threatened to harm a small puppy.  The person reporting the incident had audiotape of the suspect claiming he was harming the dog and it could be heard yelping in pain.

After entering the residence and detaining the suspect, Steven William Butcher, officers located a Pitbull puppy in the laundry room sink. The injured puppy was lying under a running faucet and was drenched in cold running water.

Butcher was arrested for Cruelty to Animals and posted $20,000 bail before being released.

The puppy was impounded by the Department of Animal Services and was being treated for a broken jaw, two broken rear legs, and numerous other injuries. 

The ACTF is made up of Los Angeles police officers and detectives, Animal Service officers from the Department of Animal Services and Deputy City Attorneys from the LA City Attorney's Office.

Jewish Center Target of Hate Crime

Los Angeles: Two incendiary devices were lobbed at a local Jewish Center early Monday morning and the incident is being investigated as a hate crime.

The incident occurred on February 18, 2008, at around 2:00 a.m. Investigators from the House of Worship Task Force are investigating the incident that took place at the Jewish Federation Valley Alliance in the 22600 block of Vanowen Street, West Hills.  The Task Force is comprised of investigators from the LAFD Arson Section, LAPD Major Crimes Division-Criminal Conspiracy Section, and Special Agents from the FBI and ATF.

The LAFD Arson Section has the primary investigative responsibility for this incident, with the other agencies taking a supportive role.

The devices caused only minor damage to a brick wall and there were no injuries reported. 

The Task Force is working to identify the person or persons responsible for this crime.  All crimes and acts of vandalism against any religious group or house of worship are taken very seriously and are given the highest priority.

Notes from the February 19, 2025 Police Commission Meeting

•    All five police commissioners, as well as previous commissioners David Cunningham and Shelley Freeman, attended Officer Randal Simmons’ funeral on Friday, February 15, 2008. 
Commissioner Ordin remarked on the “magnificent outpouring” of the Los Angeles community on the day of Officer Simmons’ funeral. 

•    Commissioner Skobin twice visited the West Valley station last week to visit with officers who were involved with the incident in Winnetka where Officer Simmons’ was killed.  Mr. Skobin wears a black bracelet in honor of fallen law enforcement officers.   

•    Chief Bratton said that Officer Simmons name will be added to a memorial site in Washington, D.C. and will be included in the two memorial sites planned here in Los Angeles - one at headquarters and one at the Elysian Academy.

•    Chief Bratton spoke of a recent community movement that 77th Area station be renamed to honor Officer Simmons.  The Chief proposes naming the new Rampart replacement station in honor of Officer Simmons as more appropriate.  The new Rampart station will permanently house Metropolitan Division and SWAT, currently housed at Central Area, and is slated to open as early as July of this year.

•    The Department passed “with flying colors” an FBI audit that checked the way we report crime statistics, among many other things, said Chief Bratton.

•    The Department currently has 9,639 officers in our ranks, up from 9,284 in 2007 and 9,177 in 2002.  The Department is on-target to meet recruitment goals for this year. 

•    The future agenda item pertaining to in-car digital video cameras is now with the Public Safety Committee and a hearing will be held within 30 days.  This agenda item will be updated weekly.

•    The verbal presentation from the Department on the current status of the personnel investigations and adjudication process relative to the MacArthur Park incident occurring on May 1, 2007, as presented by Deputy Chief Mark Perez, was accepted.

•    The Executive Director’s report, dated February 13, 2008, relative to a request to modify the Los Angeles Municipal Code to facilitate master permitting of automobile parking lots and an abbreviated same-day permitting process for automobile parking lot master permit holders, was approved and transmitted to City Council with recommendations.

•    The Department’s report, dated January 30, 2008, relative to the Harbor Area Gang Enforcement Detail Command Accountability Performance Audit (AD No. 07-057), as presented by Police Auditor Erin Kenney, Commander Rick Jacobs and Captain Billy Hayes, was approved.

•    The Department’s report, dated January 31, 2008, relative to a Hollenbeck Area Gang Enforcement Detail Command Accountability Performance Audit (AD No. 07-056), as presented by Police Auditor Erin Kenney and Captain Blake Chow, was approved.  This agenda item will be revisited at a future meeting.

•    The Department’s report, dated February 6, 2008, relative to the Hunter-La Ley Second Quarter Report - covering Deployment Periods 10-13, Fiscal Year 2007-2008, was accepted.

•    The Department’s report, dated February 8, 2008, relative to the protocols of Miranda warnings to suspects who are interviewed in administrative investigations, was accepted.  Commissioner Saltzman’s help was requested on this issue. 

•    The Department’s report, dated October 31, 2007, and the Office of the Inspector General’s report, dated February 13, 2008, relative to the Ethics Enforcement Section Quarterly Report, Third Quarter 2007, in accordance with the Annual Audit Plan, were both approved. 

•    The Department’s report, dated February 1, 2008, relative to compliance with Audit Division's recommendations for the Annual Non-Categorical Use of Force Report - Recommendation No. 3, which was approved by the Board on April 11, 2006, was received and filed.

I WANT TO TALK BRIEFLY WITH YOU ABOUT MY IMPRESSIONS OF RANDY SIMMONS AND ABOUT A LIFE WELL LED.

MANY OF US IN THIS CHURCH ARE PRIVILEGED TO WEAR THE BADGE THAT IDENTIFIES US AS POLICE OFFICERS OR FIREFIGHTERS.   NINETY SIX HUNDRED LOS ANGELES POLICE OFFICERS LIKE RANDY WEAR A BADGE THAT IS PROBABLY THE MOST WELL KNOWN AND RECOGNIZED IN THE WORLD.  AND LIKE RANDY, WE WEAR IT WITH PRIDE.

WE ARE PRIVILEGED BECAUSE OUR SOCIETY HAS PLACED IN OUR HANDS A SACRED TRUST – EVERY DAY WHEN WE PIN OUR BADGE ON OUR CHEST AND GO OUT INTO THE STREETS OF OUR CITY, WE ARE GIVEN THE OPPORTUNITY TO DO GOOD AGAINST EVIL – TO MAKE A POSITIVE DIFFERENCE IN THE LIVES OF EVERYONE WHO LIVES, WORKS OR VISITS OUR COMMUNITIES.  WE GET TO PROTECT AND TO SERVE.  RANDY SIMMONS, LOS ANGELES POLICE OFFICER, BADGE 8579, FOR 27 YEARS, WAS THE LIVING EMBODIMENT OF THAT MOTTO.  HE UNDERSTOOD THAT WHEN HE BEGAN HIS POLICING CAREER ON ELYSIAN FIELD THOSE MANY YEARS AGO THAT HE HAD BEEN GIVEN THE OPPORTUNITY TO MAKE A DIFFERENCE.  TO MAKE HIS LIFE AS A COP COUNT FOR SOMETHING – AND HE HAS SUCCEEDED, FAR BEYOND EVEN HIS OWN DREAMS AND EXPECTATIONS – THE THOUSANDS OF YOU GATHERED HERE TODAY ARE THE LIVING PROOF AND RECOGNITION OF THAT SUCCESS.

WELL, IF THAT’S THE CASE, THEN RANDY WAS TRULY A GIANT.  HIS LOVE FOR CHILDREN, PARTICULARLY DISADVANTAGED CHILDREN, HIS “GLORY KIDS” KNEW NO BOUNDS.  AS LISA TOLD MAYOR VILLARAIGOSA AND ME, “NO MAN EVER BROUGHT SO MANY CHILDREN TO GOD.”  THAT WAS HIS TRUE PASSION IN LIFE.

SWAT COMMANDER MIKE ALBANESE TOLD ME THIS LITTLE STORY THAT I THINK SAYS IT ALL.

COMMUNITY INVOLVEMENT
RANDY’S COMMITMENT AND DEDICATION TO THE COMMUNITY WAS UNMATCHED.  HE WAS CONSTANTLY WORKING IN THE COMMUNITY TO HELP AND ENCOURAGE THOSE PEOPLE WHO WERE TRULY DISADVANTAGED.  HE WAS UNSELFISH WITH HIS TIME AND HIS MONEY.  HE USED HIS PERSONAL TIME (DAYS OFF – OVERTIME DAYS) TO TRY TO IMPROVE MANY LIVES WITH HIS PRESENCE.  THIS WAS A MAN WHO WORKED IN CHALLENGING AREAS TO REACH OUT TO AS MANY PEOPLE AS HE COULD.  HE IMPACTED SO MANY LIVES.  TRIPS TO THE MOVIES, BEACH, PARKS, SKATE PARKS, AND ZOO.  ALL OF THE PLACES A YOUNG PERSON WOULD WANT TO VISIT. RANDY KNEW THAT MANY OF THESE KIDS WOULD NEVER SEE/EXPERIENCE THESE PLACES IF HE OR SOMEONE ELSE DID NOT TAKE THE LEAD.

HE WORKED QUIETLY DURING HIS OUTREACH WITH THE COMMUNITY.  SOME OF HIS PEERS DID NOT REALIZE THE DEPTH AND BREADTH OF HIS WORK IN THE COMMUNITY.  ONE EXAMPLE WAS WHEN HE ASKED ONE OF OUR SWAT OFFICERS IF HE WOULD CONSIDER LETTING SOME OF THE KIDS COME OUT TO HIS HORSE RANCH AND RIDE HIS HORSES.  METRO OFFICERS STEVE AND MARY GRACE WEAVER WELCOMED THE OPPORTUNITY TO SHARE THEIR TIME AND HORSES WITH THE KIDS - A GREAT OPPORTUNITY FOR EVERYONE.  RANDY WAS A LITTLE VAGUE AS TO HOW MANY KIDS HE WAS BRINGING OUT TO THEIR HOME.   AS MARY GRACE WEAVER DESCRIBES IT, A LARGE CHARTERED BUS SHOWS UP AT THE HOUSE WITH OVER SIXTY KIDS ON THE BUS.  NONE OF THESE KIDS HAD EVER BEEN AROUND HORSES AND THROUGH RANDY’S PERSISTENCE – STEVE AND MARY’S HOSPITALITY, OVER SIXTY KIDS RODE HORSES AND ENJOYED A BARBEQUE.

IN CLOSING, LET ME READ TO YOU THE FOLLOWING PRAYER I THINK RANDY WOULD HAVE LIKED.

Suspects Arrested in Statue Thefts

Los Angeles: Brazen thieves responsible for the theft of five separate bronze statues and sculptures in Wilshire Area and the City of Beverly Hills were taken into custody.

Between January 29 and February 12, 2008, a series of grand thefts and one attempted grand theft of these items occurred. On January 29, 2008, a bronze bust valued at $35,000 was stolen from in front of a business located on Wilshire Boulevard, Wilshire Area. On February 3, 2008, a 512-pound, six-foot-tall, bronze statue of a miner panning for gold, valued at $125,000 was stolen from Cathay Circle Park. On February 4, 2008, a bronze mailbox valued at $4,000 was stolen from in front of a home in Beverly Hills. Also on February 4, 2008, there was an attempted theft from another business on Wilshire Boulevard. On February 10, 2008, a sculpture valued at $30,000 was stolen from a business in Beverly Hills. On February 12, 2008, two bronze giraffes and a sculpture of children on a swing were stolen from in front of yet another home in Beverly Hills.

An intensive investigation by multiple detectives over several days led to the identification of the individual who had sold one of the statues at a local scrap yard. It was sold for $900. Surveillance connected this individual to a second suspect.

On February 14, 2008, detectives from the Commercial Crimes Division arrested 22-year-old Sebastian Espana and 23-year-old Jessie Hernandez. Espana and Hernandez were booked for grand theft at Jail Division. Espana's bail was set at $210,000 and Hernandez' bail was set at $230,000.

One Person is Dead after Double Shooting

Los Angeles:  Two people were shot, and one of them was killed, Friday evening.

At about 11:00 p.m., on February 15, 2008, police officers responded to a radio call of a shooting that had just occurred in the 1500 block of South Fairfax Avenue. When the officers arrived, they found two victims suffering from gunshot wounds.

One of the victims, a 17-year-old resident from Lancaster had been shot in the face. He was treated for his injuries and was later listed in stable condition at a local hospital.

The second victim, Emily Grigsby, 19 years of age, was more seriously injured and died a short time later at a local hospital.

Both victims had been attending a party at the location and were standing on the sidewalk when the suspect, a male Black wearing a gray hooded sweatshirt, shot them. Detectives have not yet determined a motive for the shooting.

$25,000 Reward Offered

Los Angeles: The Los Angeles City Council has initiated a $25,000 reward for information leading to the arrest and conviction of a hit and run driver.

On Tuesday, January 1, 2008, at 12:50 p.m., 49-year-old John Kerns was standing on the south sidewalk of Sunset Boulevard when he was struck by a 1990 Isuzu Amigo. The Isuzu had been traveling westbound on Sunset Boulevard when the driver lost control of his vehicle and drove onto the sidewalk.

The driver abandoned his vehicle and ran away, failing to identify himself or render aid to Mr. Kerns. Mr. Kerns received extensive injuries and was taken to the University of Southern California Medical Center where he later died.

Detectives are currently looking for the registered owner of the Isuzu. This individual is not a suspect, but is only a person of interest. His name is Cristobal Arellano. Arellano is a male Hispanic with short black hair. He is 5 feet tall and weighs 190-200 pounds. He is approximately 22-25 years old. On December 31, 2007, Arellano left to visit his sister who resides in the city of Chino and has not returned home. Arellano is also known to work for an unknown construction company in the city of Diamond Bar.
