Soon, the hard work being done by the city's Gang Enforcement and Narcotics Enforcement Details will come to an end, thanks to political cowardice from our mayor, city attorney, and all those politicians who refuse to say ENOUGH!!! When the Financial Disclosure order becomes Department policy in a few weeks, no one will be left to work gang enforcement. Yes, all those officers may be assigned other unit designations and told to continue working gangs, but that won't work because non-gang units can't enter gang intel into CalGangs. So, taxpayers and fellow citizens of Los Angeles, you will be betrayed by your politicos and gangs will get a pass in this city.
If anyone at City Hall had political courage, they would tell the US Justice Department that this is as far as we're going to go with this Consent Decree, and let the DOJ take the city to court and try to prove their "patterns and practices" case against the LAPD. Based on what we know now about what really happened in Rampart, my guess is they will say "No thanks" and will just walk away.
The city leaders should get some guts and challenge the DOJ's case, instead of continuing to pay off the monitors the millions they surely don't deserve.
Enjoy the last few weeks of good, hard, and efficient anti-gang work by the GEDs and NEDs. The city will then surely have the police department it deserves.

The Chief and Mayor both recently gave public statements and were downright indignant that anybody would even mention that Los Angeles is on the verge of race riots.
These statements came on the heels of the homicide of an innocent seven year old, shot and murdered while seated in his family's vehicle.
Hmmmm, LAPD detectives have been ordered to wear uniforms until further notice. And the reason is..................

JQ welcome to the light of the common front-line LAPD Officer! You cannot hide dead bodies! The only % that really matters, if honestly reported, would be the, aggravated assault rate, but that percentage is massaged to reflect a positive reduction! So stand by Los Angeles and ALL surrounding communities, this is what happens when you have a left wing city government, with NO checks and balances, that gets more upset at a reporter for having the audacity to question whether or not a string of violence was "race" related, than they do when a reporter questions if a Police Officer was racist in the committing of his duties! What a shame!
But wait until you have NO knowledgeable gang Officers in the affected area's! This city is going to erupt! Thank you City counsel, thank you Police Commission (except Alan Skobin), thank you, Mayor Villaragosa, thank you Chief's Parks and Bratton, thank you Judge Frees, thank you to all the "community activists"! Thank you for not having the political intestinal fortitude to be a straight talker and take action! Thanks to these "Leaders" my LAPD is loosing it's shine and my city is going to suffer a blood bath at the hands of gang members! Good Job! It's TIME to tell the FEDS to go pound sand! That would be easier to do than watch all these innocent Los Angelenos getting shot, wouldn't you all agree? Time will tell!

So, we're on track with an average of 1 homicide per day in the City...can't wait to see where this number goes. Yes, it will be bad if the financial disclosure mandate is forced down the throats of the gang and narco officers, but another problem brought on by the ever-loving Consent Decree is the mandate that gang officers have a limited rotation into the gang units. The gang units are one of the places where the officers should not have such a limited tenure, because they wind up being rotated out of the units right about the time they have enough experience with the area gangs to be as effective as possible. A lot of good training, gang intelligence, etc, is lost due to this. There's something wrong in a system where a P2 assigned the TEAMS2 unit (part of the Consent Decree mandate) gets to stay in their assignment longer than an officer in a gang unit...

I have been with the LAPD for over twenty years, the last seven as a Patrol Watch Commander in four divisions by my own choice (Rampart, Southeast, Van Nuys and now Foothill). I respectfully offer this advice to Chief Bratton, Members of the Police Commission and Mr. Mayor. It is something I have learned, sometimes the hard way.
If a decision you make greatly aggravates your people who do the work, it does not matter how right you are on anything because you will be ineffective.
